中国贸易政策与环境政策的协调研究

【摘要】 贸易与环境的论战因其牵涉面广、利益冲突大、意见分歧难以协调而成为摆在WTO和各国经济学家、政治家面前的一道难题,两者政策的协调需要找到共同的价值基础。中国提出建设更高水平的小康社会,国家也明确提出要坚持以科学发展观统领经济社会发展全局,推进产业结构优化升级,建设资源节约型、环境友好型社会。最近十几年中中国将面临着高速的经济增长,而其中贸易政策与环境政策之间的相互协调成为急需解决的问题。在保护国内环境资源条件下要实现经济增长的最大化,实现社会经济的快速发展,将市场机制引入环境保护工作之中,实现环保制度的创新,是实现经济与环境协调发展的有效手段。选择“贸易政策与环境政策的协调研究”作为硕士论文题目,乃是基于有关贸易增长、环境保护与可持续发展研究背景以及十七大关于增强发展协调性,实现经济又好又快的发展等综合考虑。导论部分,说明研究的背景,研究目的、意义和研究思路与主要内容。文章并从四个角度对贸易与环境问题的相关理论进行分析。论文针对贸易政策与环境政策的协调进行博弈分析,分别就贸易政策和环境政策的国内协调以及多边协调进行深入的研究。寻求从研究贸易政策与环境政策之间得出均衡解,对政府管理部门实施行之有效的管理措施和政策手段提供有益的、可行的建议。更多还原

【Abstract】 Trade and the environment debate big, are divided in opinion because the person involves many areas , benefit conflicts to be difficult to harmonize but become a difficult problem swaying before WTO and every country Economists , statesman, both policy coordination needs to find the common value basis. China brings forward construction well-off society of a higher standard , the country also makes clear that put forward needs to persist in developing the Taoist temple head economic and social development overall situation with science, push forward optimization and upgrading of the industrial structure, construction resource saves the type , amicable environment type society. China will be confronted with high-speed economic growth lately in 10, but trade policy among them is in harmony with mutuality between environment policy becoming be badly in need of problem solving.The protection of the environment in the domestic resources to achieve the maximization of economic growth and achieve rapid socio-economic development, environmental protection, the introduction of market mechanisms will work to achieve environmental protection system innovation, achieving the coordinated development of economy and the environment an effective means.
