陕西省利用政府主权外债风险控制机制研究

【摘要】 利用世界银行、亚洲开发银行等多边金融机构和经合组织成员国政府提供的长期大额优惠贷款,举借政府主权外债是经济欠发达国家和地区利用外资,对外开放的重要措施,它既弥补了国家和地方建设资金的不足,又实现了经济全面高速发展。但由此所形成的巨额对外债务的偿还,对经济欠发达的省份来说,并不轻松。如何正确处理和解决主权外债贷款利用和管理过程中历史遗留下来和现存的问题,如何在实现贷款资金的充分合理利用,成功运营项目的同时做好贷款资产保值的金融风险管理,成为地方财政和金融相关部门思考的一个重点问题。对这些问题进行谨慎稳妥而积极有为的思考和探索,可以给今后陕西和其他省市利用政府主权外债的管理和监督工作提供一定的参考价值。本文通过介绍利用政府主权外债的相关背景知识,回顾从1984年陕西省使用第一个政府主权外债贷款项目开始至2007年末的20多年来,陕西省利用政府主权外债的管理体制的变迁,各类贷款及其特征,外债的贷款规模、使用领域、债务余额和偿债期的分布,通过对其经济效益、社会效益,以及利用政府主权外债的发展环境和风险进行分析,指出陕西省利用主权外债的风险及存在问题的所在,进而从重视政府主权贷款项目的全过程管理,及时预防项目风险;建立统计预警监测指标,管理和控制贷款债务风险;适时进行资产管理和金融保值,规避市场风险三个方面论述陕西省利用政府主权外债的风险控制机制。更多还原

【Abstract】 Long-term large quantity loan on favorable terms which using the World Bank, the Asian Development Bank and so on multilateral financial institutions and the Organization for Economic Cooperation and Development Member nation Government provides, floats a loan the government sovereignty foreign loan is the economy under-developed nation and the local use foreign capital, opening to the outside world’s important measure, it both has made up country and the place construction funds insufficiency, and has realized the economical comprehensive high speed development. But forms from the large amount foreign debt’s repayment, owed developed province to the economy, was not relaxed. How to process and the solution sovereignty foreign loan correctly uses and manages in the process the history to leave behind and the extant question, how to realize the loan fund full reasonable use, successful operation project’s at the same time completes the loan property store of value the finance risk management, becomes a key question which the local finance and the financial related department pondered.
