【摘要】 电子政务是各级政府面对全球性信息革命的应时之举,是政府在不同的时期、不同的技术前提下把信息技术与政府公共行政管理紧密结合的方式。随着电子政务的实施,我国在子政务建设中取得了很大的成绩。电子政务作为一种重要的变革,在加快我国政府职能转变、规范政府行为、降低行政成本、增强政府监管和服务能力、创新政府管理等方面发挥了重要的积极作用,从而提高了政府行政效率和增加政府工作透明度。但是,在取得成绩和进展的同时,由于缺乏科学有效的项目管理,电子政务建设中一些深层次的问题也逐步显现出来,如项目领导技巧普遍欠缺,缺乏有经验的团队;项目管理缺乏规划和系统性;项目管理控制体系不健全,缺乏相关的技术标准等。本文深入总结了我国电子政务建设过程中存在的主要管理问题,并基于项目管理理论及方法,强调了电子政务建设中实施项目管理的必要性,提出将电子政务作为项目,采用电子政务项目管理的解决办法。CTAIS(深圳优化版)是成功的项目管理应用案例,其实践经验和理论来源于实践又高于实践,在组织建设和管理制度上显现出项目管理的作用,充分说明有效的电子政务建设项目管理方法是执行计划、管理成果以及用户满意的必要手段;项目管理流程可以有效解决电子政务项目在范围、需求、问题等方面的变化。更多还原

【Abstract】 Facing the international information innovation, all levels of governments put forwards e-government, which is a way of firmly combining information technology and public administration management. Along with the implement of e-government, our country achieves great success in constructing branch government. As an important innovation e-government plays a positive role in many aspects, such as accelerating the change of government’s function, standardizing government’s behavior, reducing the cost of administration, enhancing the government’s ability of supervision and service, innovating methods of managing government and so on. In this way, government raises the efficiency of administration and improves the transparency of government’s operation. Although e-government achieved well improvements and progresses, because of the lack of scientific effective project management profound problems in constructing e-government appear step by step. For example, the lacks of leader skill and experienced team; programming and systematizing are rare in project management; control system is distempered and short of relevant technical criteria.The thesis deeply summarized the main manage problems in the process of constructing e-government and emphasized the importance of project management in constructing e-government, basing on the means of project management. Then brought forwards a solution that regarding e-government as a project and applied e-government project manage means. CTAIS (Shenzhen optimization version) is the successful project management successful application case. Its experience and the theory originate from the practice but higher than the practice. It appeared the project management function in the organization construction and the control system. It also fully showed that the effective e-government affairs items of basic construction management did well to carrying out the plan, the management achievement as well as the user satisfaction; the project management flow may address effectively the changes of scopes, demands and questions in e-government projects.更多还原
