镇原县职业中专毕业生就业问题及对策研究

【摘要】 镇原县作为甘肃省的国家级贫困县之一,经济极其不发达。近几年,在本科专科生等就业率持续走低的情况下,镇原县职业中专毕业生就业问题显得尤为突出。2005年,镇原县职业中专毕业生初次就业率仅为37.1%.在镇原县,中职毕业生几乎成为毕业生就业大军中的弱势群体,成为困绕中职院校、教育主管部门以及当地政府的难题。本文以甘肃省镇原县职业中专为例,围绕如何促使其中职毕业生充分就业,促进中职院校的可持续发展,促进当地的经济发展,确保社会稳定,深刻分析其中职教育就业问题的现状,提出了解决镇原县职业中专目前中职毕业生就业困难的对策。本文主要分为五部分,第一部分,介绍了选题的由来、研究意义、范围及方法。并对其基本概念进行了界定。第二部分,对镇原县县情进行了简单介绍,并对镇原县职业中专的就业状况进行了分析,阐明了镇原县中职教育的先天不足、后天失调,起步晚、发展水平低,是普通中专的“简单复制”,输出型就业等特点;以及镇原县职业中专毕业生就业面临岗位竞争激烈、缺乏就业指导、就业质量差等困境。第三部分,对造成镇原县职业中专的就业现状的原因进行了分析,通过问卷调查,对中职毕业生的就业率、就业意向、就业指导、就业途径以及毕业生就业状况等有关问题进行全方位的了解和把握,为促进中职毕业生就业提供实证基础。论文运用SWOT分析法对镇原县职业中专毕业生就业现状进行分析,清晰反映影响中职毕业生就业的各种因素,使其成为中职毕业生就业对策研究的理论工具。第四部分,对沿海发达及其它地区成功的中职毕业生就业经验做了总体分析。从他们良好的就业状况,获得了改善镇原县职业中专毕业生未来就业状况的些许启示。第五部分,结合镇原县职业中专毕业生现实情况,从毕业生个人、学校、政府各方面入手,提出准确定位,订单培养,合作办学,加强学生综合素质,对学生进行就业指导,以发展红色生态旅游为契机,推动经济发展,创造就业机会等对策,多管齐下,互为依托,以期能对解决镇原县职业中专毕业生的就业难题提供帮助。本文研究的特色在于通过实际调查,借助演绎与归纳相结合的研究方法总结出了镇原县中职毕业生面临就业的各种问题,从毕业生切身的感受中,追根到社会、学校、毕业生本人在就业过程中出现的问题以及提出了克服这些问题的一些建议。

【Abstract】 As one of the state-level poverty-stricken counties, the economy of Zhenyuan County in Gansu Province is extremely underdeveloped. In recent years, the rate of the undergraduate employment continued to slide. In this case, the secondary vocational education graduates employment problems appear to be particularly prominent. In 2005, the Initial employment rate of secondary Vocational Graduates is only 37.1%. In Zhenyuan, the graduates become the vulnerable groups in the army of the graduate employment. Their employment issue has become the puzzle of the secondary vocational school, education department and local government. This paper discusses the situation of the secondary vocational education graduates employment problems in Zhenyuan County and offers the Countermeasures to solve the problems of the secondary vocational education graduates employment.This paper is divided into five sections. The first section introduces the origin, significance, scope and methodology of the topic and its basic concepts were defined.The second section, analyzes the background of the employment of the secondary vocational education graduates, clarifies the natural shortage and acquired disorders of the secondary vocational education graduates, it starts lately and develops in low-level, with the feature of copy and output employment the secondary vocational education graduates meets the puzzle of weak rivalrousness, feeble direction and Poor quality of employment.The third section analyzes the reasons of status quo of the secondary vocational education in Gansu, finds out the rates, intent, direction, way of the secondary vocational education and some relating problems by means of questionnaire, to supply the demonstration groundwork for the graduates. The paper introduce the theory of SWOT to analyze the status quo of the secondary vocational education in Gansu, reflect all kinds of factors that influence the employment clearly by SWOT matrix, this is the powerful theoretical tool for the study of the secondary vocational education.The fourth section, demonstrates the successful employment experiences of the developed coastal and some other regions. By this way, we got some suggestion.The fifth section, combining the reality of graduates, puts forward the measures on locating correctly, ordering training, running cooperatively, enhancing students’ comprehensive disposition, proceeding employment guide to students, developing the red eco-tourism. And it supplies some suggestion to the employment of the secondary vocational education.The characteristics of this paper are by means of actual investigations, the research methods combining interpret and conclude to summarize the problems that graduates face when they find job. From personal feeling, traced to the problems appeared in the process of employment. At the end, offer some suggestion to overcome the problems.
