石嘴山电网电量计费系统的研究与实现

【摘要】 近年来世界各国都在进行电力市场化方面的改革,电量计费自动化系统的建设成为热门话题。电量计费自动化系统,是电力运营管理部门(如:用电处、生计处、调度所等)进行电量计量和电费核算、用电分析、统计网损线损电量以及在电力市场情况下制定电量计划、发布实时电价信息、提供系统优化基础数据的自动化工具。本文是从我国电能数据测量和采集的现状入手,结合电量计费自动化系统的国内外研发状况,阐述了电量计费系统的设计原则及电量计费系统功能的技术要求。本文简要说明了建立石嘴山电网电量计费系统的必要性,从总体上提出了石嘴山电网电量计费系统的设计目标、设计思想和框架模型,并把系统划分成九个应用模块:数据采集模块、档案管理模块、系统管理模块、数据库管理模块、自动计算服务模块、数据业务模块、报表模块、WEB服务模块、系统集成模块。并对各应用模块的功能作详细设计。对石嘴山电网电量计费系统的总体实现技术进行了讨论,指出系统实现技术中的关键技术。并介绍了系统中相当重要的数据采集模块和自动计算服务模块电量统计功能的技术实现细节。提出在系统集成的基础上,建设电能数据应用平台,从而实现各自动化系统电能数据的互连互通。到目前为止,石嘴山电网电量计费系统运行稳定并在石嘴山电网得到成功应用,取得了很好的社会效益和经济效益。

【Abstract】 In recent years, every country in the world is reforming its electric power market. The construction of the Energy Metering & Billing Automation System has become the hot topic. Power grid metering & billing automation system is an automated tool for electrical energy metering and electrical charge accounting, electricity usage analysis, network loss statistics, electric quantity plan establishment, publishing real-time electricity price information, providing system optimization based data in power operation management department(such as the production & technology department, the dispatching department etc.).By beginning with the present situation of the measurement and acquisition of energy data of our country, and the domestic and overseas background of the Energy Metering & Billing Automation System, the system’s principle of design and function specification is elaborated.By introducing the Shizuishan power grid’s present situation, the system’s background of design is put forward. Set the Shizuishan power grid Energy Metering & Billing Automation System’s project objective, the design idea and the frame module. The system is divided into 9 functional modules: data acquisition module, archives management module, system management module, database management module, operation interface module, auto-computation module, report module, WEB service module and system integration module. The functional analysis each functional module is treated.The generally realized technology of the system is discussed. Pointed out the key technologies. The detail technical realization of the data acquisition module and the statistical function of the automatic calculative service module are dealt with. Based on system integration, the platform of power data application is constructed. So every automation system power data can interconnect and inter work.Up to now, The System has been successfully applied, which gains very good social and economical effects.
