桥梁施工安全管理及评价系统研究

【摘要】 改革开放以来,随着我国经济的持续、快速发展,我国公路建设发展迅速,桥梁建设在公路建设中处于咽喉地位也进入了快速发展时期。由于桥梁建设施工环境恶劣、施工工艺复杂、技术含量高、施工难度大等特点,桥梁施工一直属于高风险行业,特别是近年桥梁跨径的不断增大和新材料的应用,这给桥梁施工阶段的管理带来更大的困难,桥梁在施工阶段的安全问题就更为突出。我国施工安全管理多侧重于考虑企业的安全管理机制、施工现场安全管理及事故整改等单个项目,系统的、全面的研究安全生产管理的成果仍然很少。为此,本文运用系统工程原理,对施工安全管理进行了系统的分析,探讨了施工安全评价模型的建立及应用,主要做了以下工作:①从土木工程施工安全管理的背景出发,简明扼要的阐述了土木施工安全管理的国内外研究现状,分析了目前我国土木工程安全管理方面存在的不足。②运用安全管理原理,在对桥梁施工安全管理的对象、特点、原则等进行分析的基础上,结合桥梁施工安全生产工作的特点对工程实例的安全生产特点进行了分析。③基于安全工程的系统思想,对影响施工安全管理的要素进行了详尽分析,并对工程实例中的安全管理要素进行了归纳总结。④综合安全系统工程、层次分析法、模糊数学等理论和先进技术,结合工程实例的特点,从施工人员、行政管理及现场环境三方面出发,建立了评价指标体系;并提出了基于模糊综合评价的桥梁施工管理的安全评价方法。⑤依据所提出的模糊综合评价方法,结合安全检查表,对嘉华大桥的施工安全状况进行了综合评价,评定其安全等级,并找出系统的薄弱环节,为进一步的整改提高安全管理水平提供理论依据。⑥从政府、安全监察部门和企业自身两方面宏观提出了加强安全管理应采取的对策措施。

【Abstract】 Since the reform and opening-up, the national economy enjoys a sustainable and fast development. Highway construction develops rapidly as well, among which bridge engineering is essential. Because of the abominable environment it encounters, the complex craft it needs and the high risk it takes, the safety control of bridge engineering receives highly attention.The safety control in the construction is so complex that a lot of parameters must be taken into account. Based on the system engineering theory, this paper analyzed the construction safety in production management, and discussed the establishment and application of safety control assessment model.①My paper presented in brief the situation of safety management in construction both at home and abroad, and pointed out the drawbacks that exist in the present construction safety management in China.②It explained the safety management theory, concluded the common rules of safety manufacture and accident prevention. A thoroughly analysis on the construction cases was carried out after found out some disadvantages of the objects, features, and principles of bridge engineering safety management.③According to the systemic theory of safety engineering, my paper elaborated the essential factors which would affect the construction safety management and summarized, after studied the cases, the factors that indeed influence the construction.④Adopting the theories of safety system engineering, Analytic Hierarchy Process, Fuzzy Mathematics as well as advanced technology, an evaluation index system suited for bridge engineering was built. Then, a new approach of bridge engineering safety management was proposed basing on the Fuzzy Comprehensive Evaluation method.⑤On the basis of the Fuzzy Comprehensive Evaluation method gave above and the safety check table, the paper carried out a comprehensive evaluation on the safety condition of JiaHua Bridge.⑥It put forward macroscopic countermeasures to strengthen safety management form the government, safety supervision department and enterprises
