以人为本的企业文化与行政文化的当代建构

【摘要】 企业文化的优劣,直接关系到一个企业管理效能的高低,这在企业管理学界已经引起了高度的重视,因而关于如何构建优秀的企业文化,成为了企业管理学界中一个重要的课题。以人为本的企业文化对企业管理的作用,大家是有目共睹的,它从人的角度出发对企业管理提出了思考。它强调企业的管理要以人为中心,企业将人的全面发展作为企业发展的重要目标,并通过顺应人性的管理、凝聚人的合力管理来实现人和企业的共同发展。行政文化是行政管理系统的软组织和软结构,是行政管理的灵魂,是当前中国行政体制和行政管理体制改革所面临的最深刻、最触及人们灵魂的问题。优秀的行政文化能够引导行政组织成员的行为,调动其积极性、主动性和创造性,凝聚组织成员的力量,规范行政人员的思想和行为,提高行政组织的管理效率,有效的推动我国公共服务型政府的建设。本文重点分析了当今我国行政文化的发展现状,从以人为本的企业文化切入,剖析其深层次的核心理念及内涵,并对其进行总结归纳,针对我国传统行政文化的局限性,从行政主体,行政客体和行政制度方面,对我国当代行政文化的建构提出了一些自己的看法。首先,从以人为本的企业文化切入,阐述以人为本的企业文化产生的现实背景、内涵、特征和意义等,通过对以人为本的企业文化理论的论述,使我们对以人为本的企业文化有一个比较全面的认识,掌握企业文化的核心价值理念——以人为本。其次,把行政文化的内涵、特征和功能等相关知识进行了梳理,从中得出行政文化与以人为本的企业文化的区别和联系,从行政主体、行政客体和行政制度三个方面剖析了我国传统行政文化的局限性,认为我们应该屏弃传统行政文化中“官本位”的行政理念,增强公民的主体意识,从以人为本的的观点出发对我国传统行政文化提出了一些自己的见解。最后,对我国当前公共服务型政府的本质和特征进行论述,分析我国当前建设公共服务型政府所需要的行政文化基础,得出以人为本的行政文化就是我国服务型政府建设所需的行政文化目标形态,并对其内涵,特征和重构模式进行了分析,从行政主体,行政客体和行政制度三个方面提出了构建以人为本的行政文化的基本思路。

【Abstract】 Corporate culture is a major factor that affects the management efficiency, which brings much attention in the business management education field. So far, it has become a very important topic about how to make an outstanding corporate culture. The function of Humanist corporate culture to business management is obvious to all, which interest people to start research on business management from the aspect of human. Humanist corporate culture stresses that enterprise’s management must take people as the center, so the enterprise should take people’s full development as the major aim, complied with the human nature management, get staff together to realize the communal development of people and enterprise.The administrative culture is the chain of command’s soft tissue and the soft structure, is the soul of administration, and is the most profound issue that can touch people’s soul that the current Chinese administration system and the reform of administrative systems face .An outstanding administrative culture can guide the administrative organization members’ behaviors, arouse their enthusiasm, initiative and creativity, condense the members’ strength, standardize the administrative personnel’s thought and the behaviors, raise the administrative organization’s managerial effectiveness,effectively promote our country service-oriented government’s construction.In this article, the writer made an analysis on the present development situation of China’s administration culture, which started from the humanist enterprise culture, and then analyzed its core idea and connotation. After a summary induction, aim to our country’s traditional administration culture’s limitation, the writer proposed some views to current administration culture’s construction of our country from the three aspects the administrative main body, the administrative object and the administrative system.First, starting from the humanist enterprise culture, the article elaborated the realistic background, the connotation, the characteristic and the significance about the humanist enterprise culture. Through the discussion about humanist enterprise culture theory, people will have a quite comprehensive understanding to the humanist enterprise culture, and grasp the core value idea of the enterprise culture—human-oriented.Secondly, the article continued with the explanation of administrative culture’s connotation, the characteristic and the function,then generated the common point and the differences between the administrative culture and the humanist enterprise culture. After that, the writer analyzed the limitation of our country’s tradition administration culture from the aspects of administrative main body, the administrative object and the administrative system, and raised the view that we should abandon "the officialdom standard" in the traditional administration culture, strengthened citizens’ main body consciousness, proposed some opinions from the humanist viewpoint to our country’s tradition administration culture.Finally, the writer made a research on China’s current service-oriented government’s essence and the characteristic, analyzed our country’s current administration cultural base which the service-oriented government needed, and then brought forward that the humanist administrative culture was exactly the executive culture base and the executive culture ideology that needed in the process of building a service-oriented government. Then, the writer analyzed its connotation character and re-constructing pattern from the aspects of administrative main body, administrative object and the administrative system.
