【摘要】 20世纪90年代后期以来,现代物流受到我国企业和政府经济主管部门越来越多的关注,企业经营需要现代物流,社会经济的发展离不开现代物流已成为共识。在临沂,经过20多年改革开放的发展,现代物流业发展所需的经济环境和市场条件已经初步形成。最近省委主要领导来临沂调研时特别指出,临沂具有发展现代物流良好的条件和基础,要高起点规划,积极发展现代物流业。目前在临沂人们对于现代物流的内涵,发展现代物流的意义、思路和方法等方面的认识还比较模糊。当今时代的竞争,不仅是产品的竞争,也是物流能力的竞争。临沂要保持国民经济持续发展,应大力积极发展现代物流,提高生产要素配置效率、结构优化效率、规模经济效率和科技进步率。物流是经济发展的平台。发展现代物流业,能支持工业、商业流通、交通运输、信息等构成国民经济的重要支柱和基础的各类产业解脱困境,并获得新的经济增长点,是实现现代化大生产的客观需要。现代物流业的发展,客观上要求一大批健康发展的物流企业。面对剧烈竞争的行业环境,政府部门如何规划物流企业的发展战略和政策,如何加强管理,使临沂物流企业脱颖而出,赢得竞争优势是本论文研究的意义所在。本文将现代物流学、企业发展战略、产业经济学、区域经济学等学科的理论和方法,同临沂物流业的实证研究结合起来,在对临沂物流业发展现状、优势和存在问题分析的基础上,借鉴国外物流业发展模式及其经验,从宏观的角度就临沂物流业发展战略及其实施的具体措施进行探讨,为临沂物流企业的发展提供相关的思路,同时也为主管部门及时、有效的调整物流行业政策提供科学可靠的依据,为政府相关部门管理物流行业提供具体的建议。更多还原

【Abstract】 Since the late 1990s, the modern logistics has received more and more attentions from the enterprises and government economical authorities. It’s acknowledged that the modern logistics has become a necessary not only for the corporation manages, but also for the social economy development. After more then 20 years evaluation, the economic environment and the market conditions for the promoting of modern logistics has been formed in Linyi. The main leadership of the provincial party committee indicated that: Linyi has an excellent superiority and basic to promote modern logistics, we should layout it in a higher level. However, people in Linyi still not pay enough attention to the concepts of modern logistics, and the significance, way of though as well as the methods to develop it.The modern competition is not only the competition among products, but also the competition for the logistics capacity. In order to maintain the sustainable development of national economy, Linyi needs to promote the modern logistics actively, improve the efficiency of the allocation of production factors、the efficiency of the structure and the efficiency of the scientific and technological progress rate. Logistics is the platform for the economic growth. The development of the modern logistics can help all kinds of industries which constitute an important pillar of the national economy and infrastructure, such as the industry、commerce、transportation、information and so forth. It is necessary to realize the purpose of Modern large-scale production, the development of the modern logistics industry has an objective requirement for a large scale of healthy logistics enterprises. The significance of this essay is to explore how can a government to program the developing stratagem and policy of the logistics enterprises, how do they enforce the management, and how to make Linyi logistics enterprises to be prominent, and finally gain the competitive advantages.My essay combined the Modern logistics, business development strategy, industry economics, regional economics, and theory of other subjects with the empirical study of the Linyi logistics. On the basis of the analysis about the constitution of Linyi logistics, its advantages and problems, I introduced the Foreign logistics industry pattern and its mode of development experience. I discussed the stratagem and the specific measures for Linyi’s logistics industry from a microscopical angle, provide a relevant way of thinking, and at the mean time, offer a reliable scientific basis for authorities to adjust the logistics industry policy timely and effectively, and provide specific proposals of management of the logistics for the local government.更多还原
