【摘要】 区域金融中心建设对实体经济的发展具有举足轻重的推动作用。建设区域金融中心已经成为现代城区发展的重要捷径之一,为此,国内许多区域中心城市都纷纷加入到了区域金融中心的建设中。在新的历史条件下,济南市作为山东省省会和环渤海地区的重要城市,作为区域性的综合型中心城市,必须具有带动区域经济社会发展的多种辐射功能,其中最突出的就是金融辐射功能。把济南市建设成为具有影响力的区域金融中心,无论对金融业本身,还是对实现济南的均衡和可持续经济发展,都具有重要的现实意义。研究济南区域金融中心建设,必须深入研究区域金融中心形成、发展的规律,从中找出促进济南区域金融中心建设的动力。本文利用规模经济学、产业集群理论、区位经济学及金融地理学等经济学理论,从不同角度对区域金融中心的形成和发展给予了理论解释,从中理清区域金融中心建设的必要条件,为分析济南区域金融中心建设的优势和不足提供了理论依据。本文总结分析了当前国内主要城市建设区域金融中心的经验和共同特征。通过实证分析,得出了建设区域金融中心必须具备的条件。如,必须在区域内拥有雄厚的经济实力、必须具有明显的区位优势和发达的金融体系;在区域金融中心建设中,要结合实际提出明确的目标定位和发展思路、制定鼓励和扶持政策并抓好实施;在具体实施中,还要充分认识当前的激烈竞争形势,注意把区域金融中心建设与城市建设结合起来,促进城市经济社会协调发展。在理论分析和经验借鉴的基础上,本文运用范围法和频度统计法确定了济南区域金融中心的评价指标,并运用主成份分析法、熵值法对国内主要区域金融中心进行了评价、排名;还构建了AHP评价模型,对天津、济南、青岛三个环渤海地区城市进行了比较分析。通过多种评价方法,本文得出了济南具有“较强金融竞争力,具备较好的区域金融中心建设条件”的结论,并列举了存在的不足,为建设济南区域金融中心提供了现实支持和努力方向。本文还对济南区域金融中心进行了战略定位,提出在区域定位上形成“服务山东,辐射环渤海区域南翼和黄河中下游地区,具备国际竞争力的区域金融中心。”在功能定位上要使济南成为“金融总部、区域总部、监管中心聚集,能有效支持制造业和高新技术发展的示范区”。同时,本文依据战略管理理论和金融产业组织理论,确定了济南区域金融中心发展战略:一是通过推动网络金融市场推广、建立多层次的资本市场体系、推行金融产品和服务的标准化、建立合理的监管体制等措施,降低信息费用、谈判和履约费用、交易费用、监督费用等,实现总成本领先。二是通过打造金融都市品牌、“济南金融商务中心区”品牌和稳定品牌,集中塑造济南亮点,做到标新立异。三是在实现上述目标的基础上,将济南市金融业的优势再一次整合协调,实现优势的一次提升,为济南市金融业发展提供更优质的产品,开拓更开阔的市场,更广泛的利润来源,使济南成为真正的功能性金融中心、具有集聚力的区域金融中心。本文最后提出,济南要在加快经济发展、提供政策支持、完善金融功能、拓展金融业务、优化金融生态环境等方面采取措施,并精心打造济南金融商务中心区,确保发展战略落到实处。更多还原

【Abstract】 Regional financial center construction is very important for entitative economic development. Constructing regional financial centre is one of shortcuts for modern city’ s development. Therefore, many regional central cities join in constructing regional financial center.In the new historical background, JiNan is the most important city of ShanDong province, it must have the radiant function to drive the economic development. If JiNan becomes the regional financial center, it will be good for both finance and the economic balance.To research the JiNan regional financial center construction, it must research the evolutional rule of regional financial center, and find out the power of driving the JiNan regional financial center construction. This paper uses the economic of scale, industrial cluster theory, regional economic theory, financial theory, and so on, it explains the evolution of the regional financial center from different levels, it provides the conditions of constructing the regional financial center, it provides a base for analyzing JiNan regional financial center construction.The paper analyzes the experience of regional financial center construction in China. From the practice, it gives the conditions for constructing regional financial center. For example, it must economic strength in the region, it must have perfect financial system. In the regional financial construction, it must have a clear aim and policy, and it must emphasis implementing. In the practice, it also need recognize the situation, and impel the economy harmonious development.In the basis of analyze and experience, the paper uses scope and statistical methods to confirm the estimate standard for JiNan regional financial center, and it uses the component analyze and entopy methods to estimate the main regional financial center in China, and it also constructs the AHP estimate model, comparing the cities of TianJin, JiNan and QingDao. It concludes that JiNan is a strong competitive and has good conditions for constructing regional financial center. It also provides some shortage for constructing regional financial center.This paper provides an orientation of JiNan regional financial center, it is described as ’serve ShanDong, radiate the south of BoHai region and middle and lower reaches Yellow River. ’ In the functional orientation, JiNan will be as ’financial center, regional center, supervision center’ , and it will sustain the manufacturing and high and new technology representative area. This paper also gives the development strategy of JiNan: first of all, through popularizing the financial market net, construct all-dimensional capital market system, practice financial product and service standardization, establish rational supervise system and so on, reduce the information cost, negotiate and contract execute cost, business cost and supervise cost, achieve total cost on top. The second, through brand construction, achieve difference. The third, integrate the resource, upgrade the financial service quality, and make JiNan as the real financial center.In the end, it provides that JiNan should accelerate economic development, offer policy sustain, perfect financial function, widening financial business, optimize financial ecological environment, and JiNan should make sure that the development strategy will implement well.更多还原
