【摘要】 随着全球的环境问题日益严峻,环境保护和实施可持续发展已成为二十一世纪各国政府的重要职责和目标,人们对环境与经济的关系的认识不断深化。我们不能过分依赖于技术和市场的自发调节作用,而忽视环境自己的承受阈值;我们也不能只看到人类破坏环境的一面,而看不到人在经济增长和技术进步过程中改造环境的能动性作用;在难以抉择的十字路口,我们只有选择为我们提供最后唯一的生存机会之路——循环经济。循环经济是根据可持续发展的要求,通过对生态系统进行补偿和清洁生产方式建立开采、生产、流通、消费各环节的流程反馈系统,达到自然资源利用效率的最大化,废物排放的最小化和无害化以及生态经济效益的最优化,从而实现经济、社会和生态环境之间的协调和持续发展的经济发展模式。它是建设资源节约型、环境友好型社会和实现可持续发展的重要途径。循环经济的建立是一个复杂的系统工程,需要政府,企业,科学界和公众等社会各界的共同参与。在政策法规、市场手段的引导和激励下,从单个企业、工业园区和社会区域三个层面逐步建立起循环经济的发展模式。本文结合软科学项目“Strategic Green Supply Chain Based on CircularEconomy”,从循环经济基本理论的系统研究入手,借鉴国内外循环经济探索的最新成果,结合我国循环经济发展的实际情况,综合运用计量经济学、制度经济学、博弈论和信息经济学的原理和方法,研究提出循环经济发展的制度创新体系、经济激励及博弈分析的数量模型,以此充实和提升我国的循环经济理论研究水平,增强我国循环经济决策的科学性和预见性。本文的主要内容和创新点包括以下几个方面:对现有循环经济的基本理论进行系统地梳理和评述,构建循环经济的基础理论框架;运用博弈理论构造政府和企业的博弈模型,分析政府如何设计制度创新体系以解决经济发展的负外部性问题;运用激励理论和信息经济学的相关理论,设计循环经济激励机制,引导企业走循环经济之路;对武汉市青山区循环经济发展情况进行案例分析。更多还原

【Abstract】 With increasingly severe global environmental problems, environmental protection and implementation of sustainable development have become governments’ important duties in the 21st century, and people’s awareness of the relationship between economy and environment has been increasing. We can not overly rely on the technology and spontaneously regulatory role of market, whereas neglect the environmental threshold; We can not only see the side that human beings destroy environment, whereas do not see human beings’ initiative to transform the environment in the process of economic and technological growth. At the crossroads,we can only choose the road-----recycle economy which provides us with the onlychance of survival.Recycle economy, which is based on the theory of sustainable development, is a kind of economic development model, it needs to establish the flow feedback system on the aspects of mining, production circulation and consumption via ecosystem compensation and clear production, it’s purpose is to use natural resources efficiently, to minimize waste emissions, to make waste innocuous and to optimize the benefits of ecological economy, so that the economy, society and environment can be harmonious and sustainable. The establishment of the circular economy is a complicated systems engineering, which needs the participation of the government, enterprises, sciences, publics and any aspects of the society. With the help of policy and legislation, as well as the encouragement and guidance of marketing measure, the developing mode of circular economy can be built up from small business, industrial parks and social communities.Granted by the soft science project, Strategic Green Supply Chain Based on Circular Economy , and according to the basic theory of circular economy as well as the newly results of domestic & foreign circular economy study, and considering the actual circumstance of cycling economy development in our country, the dissertation focuses on the institutional innovation, economic incentive mechanism and the relative mathematic models by adopting the methodology and theory of techno-economics, system economics, game theory, information economics. This study can enrich and promote the theory research level of circular economy and strengthen the decision-making of the circular economy scientifically and foresightedly. The main contents and innovation points are as follows: (l)The existing fundamental theories of circular economy are systematically reorganized and commented, as a result, its foundation theory frame is set up.(2)Utilizing game theory and method, game models between government and enterprises are constructed to analyze how the government designs institutional innovation to solve the negative exterior problem in the economic development.(3) The dissertation designed a set of incentive mechanism models by means of information economics and motivation theory .This model can be used to analyze how the government guide and excite enterprises to develop circular economy.(4)A case analysis of circular economy development in Take Wuhan City Qingshan District as an example to testify the institutional innovation and economic incentive .更多还原
