【摘要】 土地利用总体规划实施评价是新一轮土地利用总体规划修编的一个重要专题。规划实施评价是土地利用规划的一个重要内容,一方面能够评价了解相关部门执行规划的情况,为规划调整、修编和加强规划实施管理提供科学依据,提高规划的科学性和可操作性;另一方面可以丰富和完善土地利用规划的理论方法体系。因此,研究土地利用总体规划实施评价的理论与技术方法具有重要的理论意义和现实意义。本文在综合现有研究成果的基础上,以黄冈市黄州区为例,对土地利用总体规划实施评价的理论、指标体系和评价方法进行了研究。论文首先介绍了土地利用总体规划实施评价的内涵及相关理论,并详细阐述了土地利用总体规划实施评价的分类;接着,建立了一套实施评价指标体系,使用层次分析法确定了评价指标的权重,运用效用函数综合评价法把评价指标体系平均合成得出一个综合评价值,根据评价标准进行了评判;然后,结合黄州区上一轮土地利用总体规划编制和实施情况,利用效用函数综合评价方法进行了实证研究,对黄冈市黄州区上一轮土地利用总体规划目标执行情况、实施效益情况和社会影响情况进行了综合评价,根据评价结果,分析了黄州区上一轮规划存在的问题,并提出了新一轮规划修编和实施管理的建议;最后,对全文进行了总结,概要地介绍了本次研究取得的一些成果,同时也指出了本次研究存在的不足之处和下一步研究的主要方向。更多还原

【Abstract】 The evaluation of implementation of general landuse planning is an important research topic in the third Revision of the general landuse planning. The evaluation of implementation of general landuse planning is an important part in the landuse planning, which can evaluate the situation that the relevant departments implement the planning to provide the scientific basis for revising and adjusting the planning and strengthening the implementation and management of plans, also can perfect the theory and methods of landuse planning. Therefore, the study of theory and technical measures of the evaluation of implementation of general landuse planning has an important theoretical and practical significance. On the basis of existing comprehensive research results, this paper take Huangzhou district of Huanggang city as an example, launching research on assessment theory, index system and evaluating measures of the evaluation of implementation of general landuse planning.First, this paper has summed up the content as well as the basic theories on the evaluation of implementation of general landuse planning and has explained the classification of the evaluation of implementation of general landuse planning in detail; Moreover, this paper has set up a set of evaluation index system as well as determined the weight of each evaluation and has choosed the method of effective-functions eornprehensive evaluation to arrive at a synthesis of the average values, according to the evaluation criteria to judge the implementation of general landuse planning;Then, the paper has given an example check according to the general situation of implementation of the general landuse planning of Huangzhou district on the method of effective-functions eornprehensive evaluation and has analysised problems of implementation of the general landuse planning of Huangzhou district as well as the revision and implementation of management plans of the general landuse planning of Huangzhou district; Finally, this paper has given the summary of the full text and some results of this study and has pointed out the shortcomings of this study and the main direction of the next step.更多还原
