【摘要】 随着我国经济社会的快速发展以及城市化的加快推进,城市污水处理设施传统的政府供给模式已远远不能满足社会现实需要,政府财政资金紧缺、供给效率低下等问题日益突出。污水处理设施市场化改革成为改善供给、提高效率的重要措施,也成为当今推动环境保护事业发展的一项重要课题。本论文以新公共管理理论和公共物品理论为基础,对城市污水处理设施市场化运营进行了理论分析和实证探索,借此对我国城市污水处理设施市场化改革提供有益参考。本论文主要分为六个部分。第一部分就目前我国城市污水处理设施发展现状,提出了本论文的研究课题,并对研究目的和意义、研究方法以及研究主要内容及技术路线进行了说明:第二部分界定了本论文涉及的重要概念,并对新公共管理理论和公共物品理论进行了分析,同时探讨了国内外研究现状,形成了论文主要的理论依据;第三部分从剖析传统政府供给模式下污水处理设施建设和管理存在的问题入手,对污水处理设施市场化运营的作用和可行性进行了分析和探讨;第四部分重点对城市污水处理设施市场化运营BOT、TOT两种主要模式进行了分析,并对国内外相关的实践进行了论述;第五部分以无锡市惠山区为例,并结合上述章节的研究成果,对城市污水处理设施市场化运营模式的应用进行了实证研究,并对惠山区市场化运营方面的经验进行了总结;第六部分是结语,对上述各章结论进行了归纳和提炼,总结了成果,提出了展望。更多还原

【Abstract】 Along with our country’s rapid progress in economy and urbanization, the traditional government supply pattern for the urban sewage treatment facilities can no longer meet the practical needs, accordingly, problems like shortage in government fund, low efficiency in supply arise increasingly. Marketization of the urban sewage treatment facilities becomes an important measure to improve the unsatisfied conditions of supply and efficiency, and it is also an important subject to discuss regarding current environmental protection. Based on the theories of new public administration and public goods, this paper performs analysis and demonstration on the operation of marketization of municipal sewerage equipment, which provides useful reference for China’s reform on municipal sewerage equipment marketization.The paper is divided into 6 chapters. In the first chapter, aiming at the present situation of the urban sewage treatment facilities in China’s cities, the subject of this paper is put forward, and the purpose, significance, researching methods, contents and technical routes are also established; in the second chapter, essential concepts are clarified, thus form the theoretical basis on the theories of new public administration and public goods; in the third chapter, the urban sewage treatment facilities construction and management existence’s question obtains from the analysis traditional government supplies pattern ,has carried on the analysis and the discussion to the sewage treatment facilities market operation’s function and the feasibility; the fourth chapter mainly deal with the analysis and discussion of BOT and TOT modes on the marketization of the urban sewage treatment facilities, meanwhile dissertating the corresponding domestic and international practices; the fifth chapter takes Huishan district of Wuxi city as an example, combining the research conclusions in the above chapters, performs the demonstrative research on the application of marketization of the urban sewage treatment facilities , and concludes the experience of marketization of Huishan district; the sixth chapter is epilogue, which gives a general conclusion and abstract, and brings forward an expectation as well.更多还原
