基于卓越绩效模式的系统评价

【摘要】 卓越绩效模式源自美国波多里奇奖评审标准,以顾客为导向,追求卓越绩效管理理念。它不仅仅是一种管理模式,而是提供一种评价方法。目前,国内外理论界对卓越绩效评价的研究多侧重于单一的评价指标或某一具体评价模式的研究没有形成一个系统,很难从理论高度上指导绩效评价。本文首先对卓越绩效模式的概念、核心价值观以及卓越绩效模式评价标准主要内容进行了介绍,其次依据系统理论的观点和卓越绩效模式的理论框架,结合系统评价的方法,如层次分析法,模糊综合评价法,二元语义,以及结构方程模型等,对绩效评价进行了更为深入的研究,并结合实例应用,把卓越绩效模式和系统评价做了有机的结合。采用了定性与定量相结合的系统集成方法对卓越绩效评价作了系统的分析。在此基础上提出了卓越绩效评价具体的系统模式。

【Abstract】 Excellent performance originated from the standards of Malcolm Baldrige National Quality Award(MBNQA).It is customer-oriented and is to strive for excellent management.Moreover,it is not only a management model,but also a method to provide an evaluation.At present,the research on outstanding performance evaluation from home and abroad mostly focused on a single evaluation index or a specific evaluation model. There is no model in view of a system.Thus it is very difficult to theoretically guide performance evaluation.In this paper,the concept of excellent performance model,the core values and evaluation standards for outstanding performance model are introduced firstly.Then in the view of system theory and the frame of excellent performance model,a deep study on performance evaluation is carried out,in which the methods of systematic evaluation are combined,such as Analytic Hierarchy Process(AHP),fuzzy comprehensive evaluation, 2-tuple linguistic and structural equation modeling,etc.At the same time,the application examples are used to illustrate the organic combination of excellent performance model and system evaluation.Based on the systematic analysis on excellent performance evaluation through the combination of qualitative and quantitative methods, a specific system model for outstanding performance evaluation is presented.
