【摘要】 越南共和国与我国边界接壤,在产业结构、社会文化,乃至社会制度方面,都与我国都有相似之处。中越两国的贸易不能够等同于中国与其它国家的贸易,原因在于中越两国的贸易还体现在边境贸易方面。文章深入分析了中越贸易史、中越两国在改革开放后贸易变换情况、中越两国在贸易过程中商品结构情况,以及中越两国在对外贸易过程中相互竞争的关系;还谈及中越贸易目前所面临的一系列不足之处。本文从四个角度分析影响中越贸易的因素,即经济增长变化带来的贸易结构变化、文化的相似性对中越贸易起到促进作用、社会制度的相似性减少了贸易过程中的交易成本、地理位置的优越性带来了边境贸易正效应。越南加入WTO后,中国与越南的贸易关系发生了较大的变化,给中国带来了机遇和挑战。面对这一新情况,本文从指导思想、贸易战略、贸易对策三个层面提出自己的看法。在指导思想上,要坚持开放政策、共赢政策、互助政策、安全高效政策。在战略选择上,既要实施统筹国际国内市场协调发展,实现“内外联动”的贸易平衡发展战略;又要发挥比较优势,促进边境贸易,实施走出去战略。在具体贸易措施上,要认真研究WTO贸易规则;完善市场经济体制、改善政策环境;调整贸易结构、解决贸易逆差和贸易争端等。更多还原

【Abstract】 The Vietnamese Republic is bordered with China, and there have similarities between these two countries in the aspects of industrial structure, social culture, and even social system. Sino-Vietnam trade is not the same as China and other nation’s trade, because Sino-Vietnam trade includes frontier trade aspect. The article focuses on the analysis of Sino-Vietnam trade condition, in which Sino-Vietnam trade history, trade transform situation after the reform and open policy, commodity structure as well as competitive relations in the process of Sino-Vietnam trade are analysed. Meanwhile, it also refers to a series of deficiencies which Sino-Vitenam trade is facing at present. The article analyses the factors which affect Sino-Vitenam trade from four aspects, that is, trade structural change brought by the economical growth, cultural similarity promoting Sino-Vitenam trade, similarity in social system reducing transaction cost in the trade process, geographical position superiority bringing the positive effect in frontier trade. After Vietnam’s entering into WTO, Sino-Vitenam trade has undergone great changes, and brought opportunities and challenges to China. The article proposes its views on guiding ideology, trade strategy and trade countermeasure these three aspects. In the guiding ideology aspect, China must persist in the open policy, the all-win policy, the cooperation policy, the safe and effective policy. As to strategic choice, China also must implement the overall plan for the coordinated development in both international and domestic market, realize the trade development strategy of "linkage of inside and outside" balance; it also must display the comparison superiority, promote the frontier trade and implement the open strategy. On the concrete trade measures, China has to carefully study the WTO trade rules, perfect market economy system, improve policy environment, adjust trade structure and solve the problems of trade deficit and trade conflict etc.更多还原
