廉租住房供给模式研究

【摘要】 住房是人类生存的基本条件。但一部分处于社会最低收入阶层的弱势人群无法通过自身的力量改变其无房、危房、拥挤等住房紧缺的状况,这就需要政府通过“有形之手”——廉租住房制度对其提供帮助。廉租住房制度作为我国分层次住房保障体系的一部分,在国内一些城市已取得了一定程度的发展,但是进程还很缓慢,其中一个很重要的原因便是房源严重缺乏,“安得广厦千万间,大庇天下寒士俱欢颜”,所以本文以廉租住房制度的房源供给为核心进行研究。本文运用社会保障学、城市经济学等相关学科理论,以公平效率理论作为廉租住房供给的理论基础,将住宅市场的“过滤”模型作为廉租住房供给的理论分析框架,在借鉴国外发达国家保障低收入家庭住房供给成功范式的经验和方法的同时,总结分析我国廉租住房制度的实行现状及存在问题,逐一分析廉租住房制度所有供给模式引起的市场“过滤”效应及其优势、劣势及适用性,并基于“过滤”模型探析适用于太原市廉租住房制度的供给模式及其比例分配。更多还原

【Abstract】 Housing is the basic conditions for human survival. Part of the community in the lowest income sectors of the vulnerable populations can’t change the situation such as No room, dilapidated buildings, and overcrowded housing shortage. It needs that Government through the low-rent housing system to help them. Low-rent housing system is the part of China’s housing security system. Where and when can get thousands of buildings? This paper is as the core of availability of low-rent housing system for the supply to research. This paper use social security, economics and other related disciplines theory, a fair efficiency of low-cost housing supply as the theoretical basis. "Filter" model of the residential market as a low-cost housing supply in the framework of theoretical analysis. Reference the experience and successful methods of Foreign developed countries protect low-income housing supply. sum up the Status and Problems of the implementation of low-rent housing system. Analysis markets "filter" effect and its strengths, weaknesses and suitability caused by all low-rent housing system.
