【摘要】 国防科技工业作为国家的战略性产业,在国防建设和国民经济发展中具有影响全局的重要作用。通过国防科技工业的产学研合作,使高新技术转化为具有较高经济效益的现实生产力,促进高新技术的商品化、产业化和国际化对我国国防工业技术创新体系的建立具有深远的意义。论文先对产学研合作的基本理论及其相关理论做了研究和探索,对现有的研究成果进行了评述,并系统地研究了我国国防科技工业的特点及其对国防科技工业产学研合作发展的影响,指出了通过实施国防科技工业产学研合作对于利用、转化和应用国防科技军工技术,对于发展我国国民经济的必要性和重要性。在此基础上,通过对影响我国国防科技工业产学研合作的内外部因素的分析,构建了国防科技工业产学研合作动力机制模型;利用最大熵改进的Shapley算法定量地分析了国防科技工业产学研合作的收益分配模型;对于国防科技工业产学研合作评价问题,则在构建评价指标体系的基础上,利用模糊综合评价方法给出了评价我国国防科技工业产学研合作的评价模型。文章从国防科技工业产学研合作实体组织的角度将目前我国国防科技工业产学研合作模式分为六类,并从各产学研合作分类模式的实质、特征、可行性条件和典型的合作方式等四个角度对其进行了比较分析,建立了我国国防科技工业产学研合作模式的选择标准,提高了国防科技工业产学研合作实践的可操作性。论文的最后从国防科技工业产学研合作技术创新的合作主体、合作机制的建立、建立多元投资融资体系和中介机构合作服务体系等角度出发,提出了对策和建议。更多还原

【Abstract】 The science technology and industry of national defense is the strategy industry which display a very important effect on the national defense construction and national economy. Through the Industry University and Research Institute’s cooperation of the science technology and industry of national defense, we can transfer the high technology to the high economic productivity. The commercialization industrialization and internationalization of high-technology have a deep effect on the technology creation system on national defense industry.This article first researches the basic and relative theories of cooperation of industry university and research institution, with the incompletion of the researches up to now was listed. Then on the basis of analyzing the features of the science technology and industry of national defense, we can see the importance of the Industry University and Research Institute’s cooperation, and through analyzing the internal and external factors, it gives out the motivity system model; with the method of Shapley value improved by Entropy, the income distribution model. Related to the evaluation of cooperation, this article list the evaluation index system and using the fuzzy general evaluation method to evaluate the cooperation of national defense. In order to make it more practical the six cooperation models was given and compared from four perspectives including substance features conditions and typical cooperation models. Established the selection standard of cooperation model respectively for each enterprise university and the research institutions. At the last, the effective policies and suggestions was given form the perspectives of establishing the cooperation system the mutil-investment system and improving the services of agency institutions.更多还原
