英国的政府绩效评估及其对我国的启示

【摘要】 政府绩效评估是现代公共管理研究中一个前沿课题。它是加强政府管理、提高政府绩效的有效手段,是现代行政体制改革的切入点和关键措施。20世纪70年代末以来,绩效评估作为政府再造的有效工具被越来越广泛的运用到各国行政改革实践中。英国是西方国家中政府绩效评估成效最为显著的国家之一,具有持续时间较长、进行的最为彻底和全面的特点,一些主要措施如公民宪章运动被许多国家政府纷纷仿效。我国在加入WTO后,对政府行为的可控制性、透明性、服务性和回应性方面的要求越来越高,绩效评估也越来越受到重视。虽然近几年,各地方政府在绩效评估实践方面取得了一定的成效,如机关目标责任制、效能建设、社会服务承诺制等,但整体上还存在诸如评估内容和程序不规范、评估结果信度低、运用差等问题。本文在指出当前我国政府绩效评估存在的问题的基础上,通过借鉴英国政府的实践提出了对策思考,探讨建立适合我国国情的政府绩效评估发展路径。本文分为五个部分:第一部分:介绍研究意义及国内外在绩效评估方面的实践现状等;第二部分:介绍政府绩效评估相关含义和政府绩效评估体系的构建;第三部分:详细说明英国实施政府绩效评估的背景原因及其实践中的措施;通过对实践中措施的分析中总结出英国政府绩效评估的特点;第四部分:介绍我国政府绩效评估实践的基本情况和存在的问题;第五部分:理清对英国政府绩效评估实践的借鉴思路,通过借鉴英国的成功经验,针对我国实践中存在的问题,提出解决问题的方法。

【Abstract】 Performance measurement of government is one of new subjects of modern public administration research. it is the effective tool to strengthen the government management and improve the government performance, and is the key measures and the starting point of the modern administrative system.Since the 70’s of 20 century, as the effective tool of government engineering, performance measurement is widespread applied in states practices of the administrative reform. The United Kingdom is the most notable countries of the performance measurement practice in the western countries. Its performance measurement has the longer duration and the most comprehensive features. Many countries imitate some of key measures, such as The Citizen’s Charter. After our country entered WTO, the demands to the construability, transparency, service responsiveness of government behavior are more and more higher, so performance measurement are got more attention. In the past few years, local government in the practice of performance measurement has been achieved certain results, such as goal-representation of government, administrative efficacy, and social service commitment, but on the whole, there are some problems, like non-standardization of the measurement content and procedures, low reliability of the measurement results and the poor usage of the results. The writer fines the existing problems of current performance measurements and analysis the causes of these problems, in conjunction with the UK approach on the practice, to establishment a suitable trails for the development of Chinese government performance measurement.This article is divided into the following major sections: Part1: it introduce the significance of government performance measurement and the current situation of performance measurement in foreign countries and our country; Part 2: it introduce the meaning of government performance measurement and how to build a performance measurement; Part 3: it introduce the background of the UK government performance measurement and the measures in the practice. Part4: it introduce the current situation and the problems of the government performance measurement in our country. Part5: straightening out the idea to how to draw lessons from the practice of British government performance measurement, the writer raise methods to solve the existing problems on the practice of our government performance measurement through learning the successful experience from the UK.
