【摘要】 特种设备是国民经济建设的重要基础设备,是与人民群众生活密切相关的重要基础设施,它造福于人类,但管理不善也会给人民群众的生命财产造成重大损失。同时,随着人们对安全、健康和环境的要求越来越高,特种设备的安全正在受到越来越多的关注。如何通过建立特种设备安全评价体系来提高其安全已经成为一项非常具有研究价值的课题。由于当前我国特种设备安全评价还处于初步探索阶段,本文在研究国内外特种设备安全现状及实践的基础上,围绕如何构建特种设备安全评价指标体系及选择合适的评价方法对其进行评价等问题进行研究,主要内容如下:1.介绍了我国特种设备安全管理的历史,随后详细叙述了国内外安全评价与特种设备安全评价的相关研究现状,并指出了我国特种设备安全评价存在的问题,进而提出本文的研究目的及意义。2.通过对特种设备的安全特点、事故规律及原因进行分析,并结合他人文献与专家经验,建立了特种设备安全评价指标体系,接着运用层次分析法对评价指标体系中各指标的权重进行了确定,从而为后面的评价奠定基础。3.介绍了各种常用的安全评价方法,指出了各种方法的优缺点,并确定使用模糊综合评价法对特种设备进行安全评价。接着将所研究的安全评价方法应用于一实例,并采用安全等级特征量对模糊综合评价结果进行了处理。应用案例表明:本文建立的特种设备安全评价指标体系和所选的评价方法有着良好的操作性与适用性。

【Abstract】 Special equipment is a kind of important and basic equipment for national economic construction and a kind of vital infrastructure closely related to people’s daily life, it can benefits mankind, but can also cause great losses to people’s life and property in the situation of mismanagement. Meantime, as the demand of safety, health and environment increases, special equipment safety is being more and more concerned. How to improve special equipment safety by establishing special equipment safety evaluation system has become a very valuable issue.Because special equipment safety evaluation is still in its primary stage of exploration in China, the paper studies the problems about how to establish the evaluation index system of special equipment and choose a suitable evaluation method for special equipment based on the present development and practice of domestic and overseas special equipment safety. The main content is:1. Introduces the history of special equipment safety management in china, details the research development of domestic and overseas safety evaluation and special equipment safety evaluation, and points out the problems that exist in china’s special equipment safety evaluation, finally indicates the purpose and meaning of the paper.2. After analyzing the safety characteristics, accident features and reasons of accident of special equipment and combining with other literature and expert experience, establishes the safety evaluation index system of special equipment, then calculates the weight of each index by using Analytic Hierarchy Process, thereby laying the foundation for the following evaluation.3. Introduces several kinds of common safety evaluation methods and indicates the advantages and disadvantages of every method, then chooses the Fuzzy Comprehensive Evaluation Method to evaluate special equipment safety. After that, the safety evaluation method is used in a case study, and the evaluation result is analyzed by safety grade characteristic quantity. The case study indicates that the established safety evaluation index system of special equipment and the chosen evaluation method both have good feasibility and applicability.
