【摘要】 目前,一方面学习型区域已成为经济全球化和知识经济背景下区域发展的新模式,并且其相关理论的研究已经成为学术界的前沿;另外一个方面,在我国区域经济的发展过程中,产业集群化已经成为一个重要的发展趋势。由于产业集群本身所具备的学习和创新的集体效应,就使其与发展学习型区域之间具有了交叉融合点,而目前这方面的研究尚处于空白状态。鉴于此,笔者做了一个大胆的尝试,将产业集群引入到学习型区域的构建中来,提出了基于产业集群来构建学习型区域的构想。并将基于产业集群的学习型区域的基本构架界定为在产业集群的环境下,学习主体、学习机制与学习环境的稳定联系方式。最终形成了一个具有较强通用性的基于产业集群的学习型区域理论框架。这是一个新的分析角度。对于一个区域来说,构建基于产业集群的学习型区域,不仅可使经济发展中自身的产业集群优势得到增强,而且利用这种产业集群优势可以进一步推动整体学习与创新能力,形成区域经济特色与优势。笔者首先主要阐明研究的缘起,对国内外研究现状进行综述,点明本论文需要解决的主要问题;接着对学习型区域理论进行了深入系统梳理和补充阐释;然后分析了学习型区域与产业集群的关联性与互动性;继而提出了基于产业集群的学习型区域的基本构架。包括学习主体、运行机制、学习环境;最后,以成德绵地区为例,详尽阐明成德绵地区构建基于产业集群的学习型区域的路径和政策建议,将构建基于产业集群的学习型区域落于实践。更多还原

【Abstract】 Currently, under the background of economical globalization and knowledge economy, learning region becomes the new pattern of the regional development, and its relevant theory have become cutting-edge fields on the frontier of the academic area. On the other hand, industrial clusters have been popular and significant phenomena in regional development of China. Industry clusters have collective learning and innovation effect of their own, which makes them intersect and fuse with the development of learning region. Yet studies on this are still blank.As a result, this paper made a daring attempt, bringing the industry clusters into the establishment of learning region, and proposed the notion of establishing learning region based on industrial cluster. The basic structure of learning region is defined as the steady link mode between the learning behavior subject, learning mechanism and learning circumstances. Finally, a theory on learning region based on industrial clusters, is put forward and can be used commonly. That is a research of the new analysis angle.For a region, building up a learning region based on industrial clusters can reinforce the superior of the industrial clusters. It can also promote integral learning and innovation ability, forming regional economic characters and advantage.This thesis started with research seed, research status quo and pointed out the main problem to be solved; Then added and illuminated the theory of learning region deeply: After that, analyzed the relevance and interaction between learning region and industrial clusters. Next, proposed the structural frame of the learning region based on industrial clusters, which consists of learning behavior subject, running mechanism and learning environment; In conclusion, taking chengdemian region for example, clarified the route of building up it and gave suggestion.
