【摘要】 随着改革开放的深化和发展,当代中国所处的国际国内环境发生巨大变化,公共决策中的公民参与己经成为引人注目的社会政治现象。公民参与不仅仅是公共决策体制变革的客观要求,同时也反映了政治民主化发展的历史趋势。自20世纪90年代以来,互联网以强劲的势头在全球范围内发展,它改变着人类的社会结构构成,也深刻影响着各国的政治生活。互联网的快速发展为我国公民参与公共决策提供了全新的途径和方式,公民网络参与逐渐成为我国民主政治建设的重要部分。本文首先阐述了公共决策中公民参与的理论基础,在此基础上分析了当代中国公共决策中公民参与的一般方式;其次对公民网络参与方式进行说明,公民网络参与作为新型的公民参与方式,在当前公共决策环境中与其它公民参与方式相比具备一定的优势特性,且其发展对我国政治体制改革有重要的现实意义;再次对中国公共决策中公民网络参与的现状进行分析,当代中国公共决策中公民网络参与的发展有政治、经济及技术三个方面的支持条件,公民通过不同的网络参与形式参与公共决策过程,使公民参与广度在一定程度上扩大,但由于多层面的因素限制,公民网络参与的发展也存在一些问题;文章在最后一部分就如何推进我国公共决策中公民网络参与展开论述,公民网络参与是不可避免的历史趋势,本文认为可以从提高公民网络参与能力、增强政府电子服务职能、优化公共决策参与环境这三方面来探索有效途径。更多还原

【Abstract】 Along with reform and open policy’s deepening and the development, the international domestic environment which Contemporary China locates have the immense changes, in the public decision-making’s citizen participates in oneself after becoming the noticeable social politics phenomenon. The citizen participation is not only the objective request which the public policy-making system transforms, simultaneously has also reflected the political democratization development historical tendency. Since the 1990s, the Internet globally has developed by the strong tendency, it is changing humanity’s social structure constitution, is also affecting various countries’ political life profoundly. Internet’s fast development participated in the public decision-making for our country citizens providing the brand-new way and the way, the citizen network participation becomes our country democracy construction gradually the important part.This article first elaborated in the public decision-making the citizen participation the rationale, has based on this analyzed the general way which in the Contemporary China public decision-making the citizen participation; Next carries on the explanation to the citizen network participation way, the citizen network participation takes the new citizen to participate in the way, participates in the way in the current public policy-making environment with other citizens comparing has certain superiority characteristic, and its development has the vital practical significance to our country political reform; The citizen network participation’s present situation carries on the analysis once more to the Chinese public decision-making, in the Contemporary China public decision-making the citizen network participation development has political, the economical and the technical three aspect support condition, based on this, citizen through different network participation form participation public decision-making process, although expanded the citizen to participate in the breadth, but the participation degree was shallow, the major part participated in the limitation in the citizen and policy-maker’s communication stratification plane, moreover network own characteristic caused the citizen network participation to have some problems; The citizen network participation is the inevitable historical tendency, the article how, in the last part does advance in our country public decision-making the citizen network to participation launches the elaboration, this article thought that may from sharpen the citizen network participation ability, the enhancement government electron service function, optimized decision-making participation environment these three aspects to explore the efficient path.更多还原
