我国企业R&D绩效测度与评价研究

【摘要】 随着知识经济强度的不断加强,科技对经济、社会进步、人们生活质量的提高、国家综合国力的增强都有着显著的作用。现代社会发展更加依赖科技进步所带来的动力,并对科技的发展提出了更高的要求,所以对科技的投入也日益增加。科技进步和市场竞争推动产业结构不断升级,R&D活动又是推动科技进步、促进市场竞争的重要力量。在经济发展影响因素中,R&D活动的影响作用和贡献度越来越大。如何测评、保证、提高企业R&D绩效是当前研究和关注的理论前沿和热点。本文正是从这一思路出发,讨论企业研发绩效评估的管理问题,为我国正在壮大的企业、尤其是高科技企业的研发绩效管理问题提出自己的一些看法。首先对我国企业的研发现状作了简单的介绍,然后对我国企业的研发水平低的情况作了分析,在此基础上,阐述了重视我国企业研发绩效方法的重要意义,提出我国企业的研发绩效评估方法,并对其发展趋势作了展望。进而提出设计我国企业研发绩效评估体系的原则、思想和步骤,创新的将研发的可持续发展指标融入了新的评估系统指标中,最后提出了我国企业的研发绩效评估体系,并对新体系在青岛海尔集团的应用作了简单的分析。
【Abstract】 With the strength of the knowledge-based economy has been continuously strengthened,science and technology on the economy,social progress, improving the quality of people’s lives and the state overall national strength have a significant role.The development of modern society become more dependent on scientific and technological progress brought about by force,and the development of technology has put forward higher requirements, so the input of science and technology are increasing.Scientific and technological progress and market competition to promote the upgrading of industrial structure, R&D activities is to promote scientific and technological progress, promote market competition a major force.The impact of factors of economic development, R & D activities in the role and contribution of growing.How the survey, that improve the performance of R & D is concerned about the current research and theoretical front and hot spots.This article is from this line of thought based on performance evaluation of research and development management issues, as China’sgrowing enterprises, especially high-tech R & D enterprise performance management issues put forward my views.
