【摘要】 20世纪70年代以来,随着意大利北部传统产业集群的迅速发展及其在国际竞争中显现出来的强大竞争优势,产业集群现象引起了国内外学术界和各国政府的高度重视。近年来,随着农业产业化和农业领域分工的不断发展,农业产业集群成为农业发展的一种趋势,是具有优势农业资源的区域经济实现飞跃发展的一条捷径,这一新的农业产业化经营组织形式将在我国农业进入国际市场的大背景下,显示出强大的竞争优势。兵团具有得天独厚的自然资源造就了兵团独具特色的棉花资源,但是兵团在棉花产业发展过程中,基地建设、企业布局、发展规模等方面存在诸多问题,因而兵团棉花产业优势未能充分发挥出来,棉花产业的国际竞争力不强,这些都制约了兵团棉花产业的发展。因此,采用新的产业发展模式—棉花产业集群发展就显得十分必要,通过棉花产业集群的发展改变棉花产业的弱质性,提升兵团棉花产业的国际竞争力,促进兵团经济的发展。本文的总体研究框架是在梳理国内外研究文献的基础上,对兵团棉花产业集群的发展现状进行了描述,在对现状描述的基础上,探讨了支撑兵团棉花产业集群的条件;利用波特的“钻石模型”构建了兵团棉花产业集发展的机制;利用集中度指标测算了兵团棉花产业的集聚程度,在实证分析的基础上对兵团棉花产业集群进行了合理的布局,初步构建了兵团棉花产业集群的发展模式,最后,针对兵团棉花产业集群发展中的问题,粗浅的提出了促进兵团棉花产业集群进一步发展的对策。通过对兵团棉花产业集群的分析,我们发现:(1)兵团发展棉花产业集群的支撑条件——资源条件、产量上的优势、科技支撑、管理上的优势、经济和社会资源条件都已经具备,兵团棉花产业集群已初具雏形;(2)无论是从棉花的产量分布,还是棉花相关的产业纺纱、织布等产业来看,兵团的棉花产业都呈现相当高的集聚程度,集聚区域主要是兵团经济基础较好的南疆棉花经济带(包括农一师、农二师、农三师等)和沿天山北坡经济带的北疆区域(主要包括农八师、农七师、农六师及农五师等);(3)探讨了兵团棉花产业集群的发展机制,主要是兵团农业资源禀赋的诱导、消费需求的引导、市场竞争的拉动、合作需要的支撑、关联机构的支持和政府政策的推进以及各因素之间相互作用的结果。(4)本文结合兵团的实际,探索了兵团棉花产业集群的3种发展模式,即:龙头企业带动型、科技带动型和协会带动型;(5)在对兵团发展棉花产业集群过程中还存在着棉花生产基地基础设施建设亟待加强、棉花生产投入不足、原棉品质下降、产业集群内相关企业联系不紧密、棉花加工业发展滞后、带动辐射能力不强、棉花产业集群内的支撑体系不完善等问题,针对这些问题本文提出从加强兵团优质棉花生产基地建设、发展壮大龙头企业、强化区域品牌优势、完善集群配套服务、增强政府支持力度等六个方面采取对策以促进其进一步发展。更多还原

【Abstract】 Since 20 Century in the 1970s, with the rapid development of the traditional industrial clusters and show a strong competitive advantage in international competition of northern Italy, industry clustering phenomenon has attached great importance to all countries at home and abroad. The agriculture industrial clusters, which is new pattern for the rich-farming-resource region to realize fast development,is the trend of mega-agricultural development.This new industrialized management form of agriculture will have advantages in the global competition under the situation of Chinese agriculture coming into the international market. XPCG has the advantage resources to plant cotton. But there exist many problems such as the building of the bases enterprises layout, the scale of development and so on in the development process of the cotton industry, which result in the cotton industry of XPCG failed to play full advantages and its international competitiveness is weak, these constraints cotton industry development of the XPCG. Therefore, it is very necessary to introduct the new industrial development mode - cotton industry clusters, through the development of the cotton industry cluster change the weak of cotton industry, enhance the international competitiveness of the industry, and promote the economic development of XPCG.The overall framework of this study is combing literature at home and abroad. We describe the current situation of cotton industrial clusters of XPCG, on the basis of it we study supporting conditions of XPCG cotton industrial cluster; Then used the "diamond model" to analyse the mechanism of cotton industry cluster development of XPCG. We conduct an empirical study about the cotton industry cluster with the degree of centralization and conduct a reasonable layout.Then construct some development models of cotton industry cluster to XPCG; Finally, we put forward a proposal on health development of cotton cluster industry for XPCG.Through cotton industry cluster analysis, we found that:ⅰ.The XPCG had availed the conditions of development cotton industry cluster - conditions of natural resources, advantages of Yield and quality,advantages of Scientific and technological, advantages of Management,economic and social resources, the cotton industry clusters of XPCG has begun to take shape;ⅱ. Either from the distribution of the output of cotton, or cotton-related industries spinning, weaving, and other industries, the cotton industrial clusters of the XPCG have shown a very high degree of concentration, it mainly concentrate Nanjiang Cotton economic zone,which natural resources is batter (including Nongyishi, agricultural Second Division, Agricultural Third Division), and the economic belt along the northern slope of the Tianshan Mountains in the northern frontier region (including agricultural eight divisions, agricultural seven divisions, agricultural sixth divisions and agricultural Fifth Division);ⅲ.Explore the cotton mechanism for the development of industrial clusters of XPCG, mainly the induction of agricultural resources, the guidance of consumer demand, the fuelling market competition, the support of cooperation needs, The support of relevant institutions,the promotion of government policies and interaction between the various factors.ⅳ.In this paper, we explore the three kinds Of cluster development models, namely: Leading enterprised,technology-drivenand associations-driven;ⅴ. During development of the cotton industrial clusters, it still exists some problems,such as the construction of infrastructur need to strengthen, inadequate input of cotton production, cotton quality decline, industry cluster is not closely related to business linkages, the development of the cotton industry lagging behind, driven ability to radiate not strong, the support system is less than perfect and so on.This paper address these issues from the strengthen the building of high-quality cotton production, development and expansion of leading enterprises, and strengthen regional brand, perfect matching cluster services, and enhance the government’s support to promote its further development.更多还原
