武警部队医院优势学科综合评价模型的建立研究

【摘要】 武警部队医院优势学科综合评价指对参加评选的学科领域内人-事-物系统,即人才建设、医疗工作、科学研究、学术社会活动等及所要达到的目的、价值和效果、效率进行综合评价的过程。优势学科在现阶段部队医院建设中具有重要的地位和作用,建立一套系统、科学、符合部队医院学科发展特点和规律的优势学科评价体系,完善学科的长效考评机制,是实现医院管理制度化、标准化和规范化的有效途径。本研究以综合评价理论为指导,充分参考国内外关于医院学科建设和评价的经验,结合武警部队医院学科工作的实际情况,运用文献研究、自由列举访谈、SWOT分析等方法明确评价体系的目的,建立指标体系的框架。然后经过两轮德尔菲专家咨询,筛选、修改评价指标,估算、调整指标权重,并通过实例应用后的信度和效度检验最终确立了武警部队医院优势学科综合评价指标体系,并探讨了部队医院优势学科的概念与内涵。最后,运用模糊数学的方法拟合综合评价的一般模型,应用该模型对武警总医院心内科进行了综合评价。在此基础上,将评价研究与信息技术相结合,在计算机公司的技术支持下完成“武警部队医院学科综合评价模型”的软件开发。

【Abstract】 The synthetical evaluation of the major departments in hospitals of the Chinese People’s Armed Police Forces refers to the comprehensive evaluation of the“Staff/Procedures/Equipm- ents”system within the selected subject field,including human resource management,clinical practices,academic research and socio-academic activities etc. As well as their expected goals, value,effect and efficiency. The major departments are of great importance and functionality in the course of constructing the CAPF hospitals at the present stage. Establishing a set of systematical and scientific evaluation standards suiting the features and regularities of the development of the major departments in the CAPF hospitals and installing a long-term evaluation system for all the departments are the efficient ways to realize the systemized,standardized and regulated hospital management.Under the guidance of the synthetical evaluation model, this study draws extensively from existing home and overseas literatures on the hospital’s department evaluation and management,also consulting to the actual practices from the CAPF hospitals. This study applies methodologies including literature review,random interview and SWOT analysis to clearly define the purpose of the evaluation system and initially draw on evaluation protocal.Based upon two Delphi-experts consultings,the content of pre-constructed index standardization was screened and modified and the index weights examined and adjusted.The synthetical evaluation system on major departmen- ts in the Armed Police Forces hospitals takes root after combining all the previous researches with the credibility and validity tests from actual applications but also we discuss the definition and intention of the major departments in the CAPF hospitals.Lastly,the study applies the Fuzzy Mathematics to simulate the general model of the synthetical evaluation and deploys the synthetical evaluation model to evaluate the Cardiology Department in the Armed Police General Hospital. Based upon the research results,combining the advantages of evaluations and information technology, the“Synthetical evalua- tion Model on the Major Departments in the Armed Police Forces Hospitals”,software is being developed with the support from computer science professionals.
