论城镇化进程中失地农民权益的保护

【摘要】 失地农民问题是在我国城镇化进程中出现的问题,其来势之猛、影响之大引起了社会各界的高度重视和热烈讨论,成为当前我国社会的重大问题之一,也是一个事关我国城市化能否实现可持续发展和整个社会改革发展稳定大局的大问题。目前,相当一部分农民在农地流转和农地非农化过程中失去他们赖以生存的土地,并随之而失去一系列重要的权益。这些失地的农民形成了一个游离于社会的特殊人群,随时可能引发新的社会矛盾和冲突,影响到中国社会的长治久安和现代化进程的顺利进行。本文以我国建设社会主义新农村和构建有中国特色的社会主义和谐社会为背景,对城镇化及失地农民权益的内涵进行界定,详述了建国后我国城镇化的历史变迁,指出失地农民权益受损的具体表现:农民赖以生存的基本保障缺失;农村地区返贫人口规模急剧增加;失地农民严重的权力贫困。认为城镇化进程中失地农民权益受损的原因是:城镇化发展思路的前瞻确实;城镇建制的急速膨胀;政府角色的错位;相关法律法规不完善;安置措施不合理。在上述分析的基础上提出城镇化的推进与农民权益保护的途径选择,包括:城镇化进程中树立科学整体发展思路;改革城镇化进程中的土地管理制度;疏通城镇化进程中的农民自由流动;城镇化进程中的和谐构建理念。更多还原

【Abstract】 The problem of land-losing farmers newly rises in the process of urbanization in china and its emergence and influence is unexpected, which arouses the high attention and strenuous discuss in overall society.
