基于GIS和RS的地籍信息管理系统的设计与实现

【摘要】 地籍信息管理系统是科学化管理土地的重要手段。地籍信息查询、分析和可视化功能是世界地籍发展的趋势和研究的热点;随着GPS和RS技术的逐渐成熟,三维地籍系统的实现也为期不远。本系统开发设计以管理导向性为宗旨,融合GIS和RS技术进行地籍信息管理系统的设计与实现,提高了地籍查询、检索、分析预测和辅助决策能力,将地籍管理提高到了一个新的层次,具有一定的现实意义。在阐述了GIS系统开发相关技术的基础上,以张家界市地籍业务为研究对象,以数据标准化为基础要求,运用组件式GIS、面向对象技术、数据库技术和遥感技术等手段和方法,进行了张家界市地籍信息管理系统的总体设计;针对该系统的应用特点和用户需求,进行了合理的系统结构设计,功能模块包括数据库管理、信息查询、分析、统计、输出和系统维护等,实现了地籍信息的有效管理和地籍信息的公开发布。将高分辨率卫星影像数据引入到地籍管理工作中,解决了传统地籍难以理解的显示和输出操作,充分利用了遥感影像所展现的高清晰地物细节和丰富的纹理,有效提高了系统运行的直观性,为逐渐实现真三维地籍管理提供了技术思路。系统选用低成本开发方案,实现了张家界市城镇地籍管理工作需求的主要功能,有效的提高了该市地籍管理的效率。

【Abstract】 Cadastral information management system functions important as a means to scientific management of land. Query, analysis and visualization of cadastral information will be an everlasting hotspot worldwide for its future development and research area. With the development of GPS and RS, 3D cadastral system will have its way in near future.Management-oriented in further development and design, combining with GIS and RS, the cadastral information management system is designed and realized, which greatly enhanced abilities of query, search, analysis, predicting and decision-making assisting to stimulate the cadastral management to be a higher level. It’s practically significant.Based on expatiation of technologies about GIS developing, taking the cadastral management operation of Zhangjiajie City as a reseach object, according to data standardization, collectivity design of the cadastral management system of Zhangjiajie City is carried out, making use of the technologies such as ComGIS, object-oriented, database and RS. According to system characters and users demands, we give out a reasonable structural design. Function modules includes database management, information query, analysis, statistics, output and system management, etc.. As a result, we realized efficient management and public distribution of cadastral information.High resolution satellite images are imported in cadastral management , so problems existing in traditional cadastral management such as difficult to display and output can be resolved. And highly visualized terrain details and abundant texture of images are fully utilized in this system, so visualization of system operation is efficiently improved. This article gives out a new idea to realize a real 3D cadastral management.Most expected functions of town cadastral management in Zhangjiajie City are realized by choosing a lower-cost developing project. The proposed method effectively improves cadastral management in this city.
