征地过程中失地农民土地的社会保障价值估算

【摘要】 随着我国经济的发展,建设用地的需求迅速增加,越来越多的农用地被征用。在征用过程中许多农民同土地脱离,但同时却因为没有相应的谋生技能和相应的安置补偿费用的不到位或太少而无法保障其相应的生活。鉴于这种情况,本文从征地补偿费用中的安置补偿费用出发,将其界定为土地的社会保障费用。文章首先针对土地为何具有保障功能,从理论和社会两个角度进行了详细的阐述。同时就土地具有社会保障功能的四种表现形式,即养老保险、医疗保险、失业保险和最低生活保障进行了详细说明。其次文章研究现有征地补偿中估算土地社会保障价值方法的缺陷。通过评价分析,在吸取和借鉴浙江龙岗镇的劳动力折算法的年金特性和商业保险趸交方法的分项估算的基础之上。以递增的年金模型为原型,从农民对社会保障的需求角度出发,采用动态估算方法来估算土地的社会保障价值。同时在模型中加入工资增长率、通胀预期和寿命预期等几个影响社会保障费用的关键因素。最后通过土地经营收入在农民年均总收入所占的比例和人均土地面积的调整来估算人均土地对农民的社会保障费用。同时为了验证论文构建的估算土地社会保障价值模型的可操作性和科学性,本文借用重庆市沙坪坝地区征地的现实案例,以自己构建的改进估算模型重新估算该地区土地的社会保障价值。并通过各种方法的估算结果的比较分析来验证本文构建的土地社会保障价值的估算模型的科学性,以及对失地农民的可保障性。
【Abstract】 With the development of our economy, the needs of building land become more and more. This also lead more and more lands are expropriated. In this process, many farms are compelled to leave the land. But this people can’t find job, because of less skills to make a living. However the aftercare and live security of this people aren’t enough to ensure people’s live.Because of this, my paper begins from aftercare and compensation fare, and define it as society security value of land. Then analyse why land have society security value. At the same time, I analyse land’s four forms of society security value, such as security value for aged people、security value for medical treatment、out of work people and the least live fees. It set base for latter chapters.After that I analyse land’s security function, study limitation of means about estimating price of land’s security. And through appraise、analyse and assimilate the merits of old way. Then I build new model to rennewedly estimate price of land’s security. New model build from the demand of farm in security, adopt dynamic way to estimate.For confirm new model’s validity, I use a practical case to test my new model. And through new model and old ways estimating result’s comparative analysis to validate new model rationality and security of farmers lost land.
