“星河国际”房地产项目流程管理研究

【摘要】 随着我国经济的持续、健康发展,房地产业已成为国民经济的一个重要组成部分,中国现已正式加入世界贸易组织(WTO),国际房地产企业集团必将会进入中国房地产市场,而我国现有的多数房地产企业存在着管理差、规模小、抗风险能力低、缺乏竞争力等劣势,项目管理的理论、方法在房地产行业的实施、应用为房地产开发商在市场日趋激烈的竞争中稳定、健康发展奠定了良好的基础,起到了关键性的作用。深圳市“星河国际”房地产项目为高层大户型豪宅,项目已于2003年底竣工入伙,开发商较好的运用了项目管理方法实现了其前期策划目标,本文以作者亲自主持开发的“星河国际”房地产项目为例,站在房地产开发商的角度对房地产开发项目管理的理论、方法、模式进行研究,提出了房地产开发商在项目风险日趋增大的房地产市场中如何应用项目管理的理论和方法,建立模式化的项目管理方法项和目管理制度,对项目开发进行全过程控制,以确保项目目标的实现。本文主要分析了“星河国际”项目的房地产开发商在项目策划阶段、项目准备阶段、项目实施阶段、项目收尾阶段的全过程项目管理。在项目的策划阶段,对于大型房地产开发项目,在早已完成总体项目的可行性研究情况下,一定要强化各个子项目的策划阶段项目管理,重点体现在对子项目再进行市场调研和二次定位。在项目准备阶段,开发商的项目管理的重点是设计的管理、计划制定、组织确定、供应商选择。本文探讨了“星河国际”项目分阶段进行施工图设计状况及开发商成功实施各阶段设计搭接的项目管理实例。创造性地将工作分解、开发流程、控制进度结合在一起,做出《项目总体流程控制图》,有效地控制了项目的开支。在项目的实施阶段,开发商项目管理的重点是项目的进度、质量、成本的管理,本文很好地运用了“3+3”项目管理模式,对项目进度、质量、成本三者进行控制,并取得了项目参与各方满意的效果。在项目的收尾阶段,开发商项目管理的重点是竣工验收和移交管理。通过实例分析房地产开发商项目管理的方法、模式,借以提高开发商的项目管理水平是本文研究的目的。

【Abstract】 The real estate trades have already become an important component of national economy with the continual and fast development of the macroeconomic of our country. China has already joined WTO formally, the international real estate enterprise group must enter the Chinese real estate market, and most existing real estate enterprises of our country are having many disadvantages, for example inferior management, the small planning, the ability is low to resist risk and lacking competition ability, etc. The implementation and application of theory and methods of the project management in the real estate trade have established the good foundation, and played a key role for the real estate developer to develop in a healthy and steady way in the market of keen competition.The project of "Galaxy International Park Project" is large luxurious residence of high layer, the project is already joined to complete on the end of 2003, and the developer has realized the goal of preliminary planning better. This text research the theory, method, procedure, mode of project management of real estate development standing in the real estate developer’s angle taking project of "Galaxy International Park Project" as an example, and bring forward the real estate developer must study, implement the theory and method of the project management in the real estate market that the project risk increase day by day, and set up project hypervisor and project management system patterned.This article has analyzed the whole-process project management of the real estate developers in the conception stage, preparation stage, implementation stage and completion stage of "Galaxy International Park Project".In the conception process, the large-scale real estate project, on the basis of having completed the feasibility research of the general project, must strengthen the project management on each sub project in the conception stage. And the important ways to realize the management are to do the market investigation and orientation again. In the preparation stage, the focuses of the project management are the management of planning and designing. This article has discussed the project management instances in the implementation of "Galaxy International Park Project". It is that design the construction drawings stage by stage and the developers implement the design laps of each stage successfully. In this paper the author combinate the chart of Work decomposition, the process of development and Process control to "the chart of overall control for the project" creatively, and then control the project usefully.In the implementation, the focuses of the project management are the management of the cost, time and quality. This article uses the "3+3" mode of project management, and had controled the cost, time and quality, it has been proved by the successful instances.In the completion stage, the focus of the project management is the management of the test on completion.To improve management level of the project by instance analysis on the project management methods and modes is the goal of this article.
