【摘要】 改革开放以来,随着经济的加速发展、城市化进程的加快和政策对三农的倾斜,传统农业县河北省魏县的县域经济得到了极大的发展,人民生活水平有了很大提高。与此同时,人们的生活方式和生活节奏也发生了巨大的变化,由此引发的刑事犯罪模式、类型、强度、犯罪人的身份、阶层、犯罪心理等都与传统农业社会有很大不同,一些以前没有的犯罪如组织容留卖淫罪、信用证诈骗罪等犯罪不断出现。未成年人犯罪问题持续突出。妇女犯罪也呈上升趋势。随着社会全面转向以经济建设为中心,盗窃、抢劫、诈骗等涉及财产型犯罪持续高发。县级层面占据了全国地域和人口的绝大多数,而且基层社会的治安问题和社会稳定问题是一个国家社会问题的基础,因此对基层社会的犯罪问题应及早研究,尽快拿出相应的对策,以保障社会的稳定,为经济、社会的发展保驾护航。本文主要采用数据比较分析、实地调查、访问、和办案民警、检察人员、法院审判人员交流等多种研究方法,对基层各种犯罪问题的原因、趋势、对策进行详细的分析和论述并提出自己的设想和建议。本文总共分三个部分。包括调查背景、调查结果和分析、结论和建议。第一部分调查背景主要是通过介绍河北省魏县在进入新世纪以来经济、社会、就业模式、文化的巨大变化,为揭示刑事犯罪在社会转型期的特点,以及刑事犯罪和社会发展之间的联系做初步铺垫。第二部分主要是通过详细列举2001—2006年魏县的犯罪数量、所涉罪名、犯罪人的年龄、性别、社会阶层,对河北省魏县在转型期的多发犯罪,犯罪的直接原因和社会原因作出分析,并给出对策和解决方案。以便为其他相关地区的类似问题提供资料。第三部分总结前两部分的对策建议,针对传统农业县在转型期的特点,怎样标本兼治、综合治理,降低刑事犯罪发案率提出自己的观点。以及为改善民生、加大社会保障建设力度、转变法制教育方式、建立犯罪预警机制、提高公民法制意识等社会治理方面提出方法意见。犯罪是社会问题的一种表现方式,只有把犯罪放在整个社会全局去考虑,才能窥其本质,进而为减少犯罪,创建和谐稳定的社会创造条件。更多还原
