兰州石化公司物资采购流程再造研究

【摘要】 业务流程再造的思想核心是通过对企业原有的业务流程的重新塑造,包括进行相应的资源结构调整和人力资源结构调整,使企业在赢利水平、生产效率、产品开发能力和速度以及顾客满意等关键指标上有一个巨大的进步,最终提高企业整体竞争力。从采购流程再造思想的核心来看,我们可以对电子商务环境下物资采购的流程再造作如下理解:前提是电子商务技术与管理模式的引入;对象是传统的物资采购流程以及相关组织结构;目的是实现引入电子商务与采购制度改革的有机结合,促进信息畅通、组织结构简洁有序、运行高效的物资采购新体制的建立和完善。本文主要从优化采购管理、降低采购成本角度出发,研究物资采购流程,在对现代采购管理理论及发展趋势进行分析阐述的基础上,通过分析兰州石化公司目前采购流程的现状,对该公司现行采购流程进行剖析,具体主要从采购计划管理、采购程序、采购物资库存管理和供应商管理等四个方面运用相关理论知识进行分析研究,找出其中存在的问题,通过采购流程再造,运用ABC分析法,将物资计划分为A、B、C三类,根据各种计划类型的特点,采用位号物资编码方式编制物资代码,同时发挥采购的主动性,设计适合三种计划特点的采购子流程,从而建立新的、更合理的、更适合兰州石化公司生产需要的采购流程,降低采购成本,提高经济效益。

【Abstract】 The core of business process reengineering is to make a great progress on key index for enterprise, including profit level, production efficiency, faculty and speed of product development, and customer satisfaction, by way of reengineering the original business process which include adjustment for resources structure and human resources. The final goal of business process re-engineering is to improve integral competition for the enterprise.Material procurement process re-engineering, under the e-commerce environment, should be defined as follows: the premise of material procurement process re-engineering is to introduce e-commence technology and management mode; object is traditional material procurement process and relative organizational structure; target is to complete the organic combination between e-commerce and procurement system reform, and to establish and modify new material procurement system which can be performed in concise and ordered organization structure and high efficiency operation.The paper discusses about material procurement process from the aspects of optimizing procurement management and reducing procurement cost. On basis of analyzing theory of modern procurement management and developing trend, and the status quo of current procurement process in Lanzhou Petrochemical Company, the author study and research following contents: management of procurement plan, procurement procedure, material inventory management and supplier management. Many problems are found during the research, the author divides material plan into A, B, C by using of ABC analysis method and designs 3 kinds of procurement sub-process in accordance with characteristics of plans type. The author wants to establish a newly, reasonable and proper procurement process for Lanzhou Petrochemical Company, by this means, procurement cost can be reduced and economic profit improved.
