【摘要】 森林资源社区共管制度研究实质上是一个制度安排的学术研究命题。本论文以马克思制度经济学思想及新制度经济学产权理论、制度变迁等理论为基石,指出社区共管制度安排是一个制度结构的问题,包含政府供给制度,市场制度和社区制度三个方面。新的制度安排意味着对原有不合理制度的否定和演进,制度修正政府失灵与市场失灵势在必行。社区共管制度安排相比原有制度具有制度创新与演进的绩效表现,应该是一种值得肯定的成果。全文主要包含六个部分:第一部分:主要阐述研究的背景、目的、意义、研究现状以及本论文研究思路。第二部分:界定相关概念,阐述经济学理论基础。第三部分:深入研究社区共管制度安排,包含政府供给制度、市场制度和社区制度,并对社区共管中政府失灵与市场失灵进行了制度修正。第四部分:对社区共管和原有政府管制制度安排进行对比研究,指出前者在理论上所具有的绩效表现。第五部分:以制度演进思路为主线,研究白水江国家级自然保护区案例,具体阐述社区共管制度安排的现实优越性。第六部分:探讨社区共管在我国的本土化深入发展问题,指出制度创新是实现这一目标的必由之路。更多还原

【Abstract】 Research on institution of community co-management in forest is a theme of institutional arrangement essentially. Based on theories of institution economics about Marx and New Institutional Economics which including property rights, institution innovation and transition, this paper points out that institution arrangement, which is a problem of institutional structure, should include government’ s institutional supply, market institution and community institution. The new institutional arrangement means denial and transition of the initial reasonless institution, so avoiding government failure and market failure by institutional revising must be done. Compared with the controlling by government, the co-management has some performances about institutional innovation and transition which contribute a lot to the superiority.The thesis is divided into six parts. First of all, this paper argues the background, purpose, means, actual state of the study and the research path. Secondly, this paper defines several correlative notions and points out the content of research based on economics theories.Thirdly, this research is on institutional structure of community co-management including government’ s institutional supply,market institution and community institution, then revises government failure and market failure throngh institutional transition. Fourthly, this paper compares co-management to controlling by government , the first has some performances from theory perspective. Fifthly, this paper takes institutional transition as the main path, studying on case of Baishuijiang State-level Nature Reserve to illuminate institutional superiority of co-management.At last, this paper puts forward a set of institutional innovation to support nativism of co-management.更多还原
