基于街头官僚理论的基层公务员激励机制研究

【摘要】 激励是管理的灵魂,对于管理者来说,激励是一个永恒的话题。新世纪以来,公务员的激励问题逐渐受到党和政府的高度重视。然而,在实际中,我国现有的公务员激励机制并不能有效激发基层公务员的工作热情,这就造成了公务员激励机制存在与基层公务员激励难同时并存。对此,李普斯基的街头官僚理论有很强的解释力。文章首先分析了街头官僚理论,研究了作为街头官僚的基层公务员以及他们的工作特征及行为逻辑。与大多数学者最终关注街头官僚的控制不同,本文的研究选择了街头官僚的激励视角,并试图构建我国基层公务员的激励机制。通过对公务员激励机制研究,论文探讨了公务员激励机制的激励主体、激励客体、激励诱导因素、激励目标四个要素。其次,结合目前我国基层公务员激励不相容的现象,分析了基层公务员激励困境,并发现基层公务员激励不相容是因为作为街头官僚他们需要特殊的激励诱导因素。再次,在理论分析的前提下,运用问卷调查,对基层公务员的激励诱导因素选择偏好进行了实证研究。本文通过对不同行政级别、不同工作性质的公务员问卷调查结果的比较分析,发现了基层公务员的激励诱导因素,即工作因素、物质因素、团结因素和制度因素。这一部分的研究也从另一个角度证明了基层公务员这个激励客体的特殊性。最后,在理论分析和实证调查的基础上,认为应该树立以人为本的基层公务员激励机制理念;优化基层公务员激励机制外部的生态环境;确立公平、权变、功绩制及精神激励为主的激励机制原则;并从工作激励、物质激励、团结激励和制度激励四个方面提出了构建基层公务员激励机制的具体措施。

【Abstract】 Motivation is the soul of the management and an eternal topic for the manager. Since entering the new century, the problem of motivation of the Civil Service gradually has attached great importance by the Chinese party and government. However, in practice, the Civil Service motivation mechanism can not stimulate the Grassroots Civil Service effectively. This has resulted in the gap between the Civil Service motivation mechanism with the Grassroots Civil Service at the same time.Based on Lipsiky’s Street-level bureaucrat’s theory, this dissertation focuses on the Grassroots Civil Service. From the street-level bureaucrat’s perspective,the paper analyses the characteristic of the Grassroots Civil Service and the logic of their behavior.The dissertation studys motivation of the Grassroots Civil Service not the bureaucratic control that is differrent from most scholar and tries to build the Grassroots Civil Service motivation mechanism.Through the study of motivation mechanism of the Civil Service, the dissertation suggests that the Civil Service motivation mechanism can be divided into motivation subject, motivation object, motivation-induced factors, motivation targets. The phenomenon of the Civil Service incentive incompatible problem is because the Grassroots Civil Service need the special motivation-induced factors,as well as the special motivation object.Then, an empirical study on the Grassroots Civil Service’s preferance on motivation-induced factors was conducted through a questionnaire investigation. A comparative analysis was made among the civil service from different post and administrative levels. Finally, Based on the the theoretical analysis and empirical investigation, the dissertation indicates the primary principles and gives the policy advices to optimize the Grassroots Civil Service motivation mechanisms.
