【摘要】 实践证明,开发区的迅速发展对我国经济的发展起到了巨大的推进作用,是我国吸收和利用外资,引进国外先进技术和管理经验的重要地区,也是我国对外经济的重要窗口。但是,随着开发区的不断发展,其作为单纯的经济功能区已经不能满足开发区发展的需要,原有的开发区管理模式也越来越不适应新型的发展模式。在政策优势逐渐丧失的情况下,突出体制优势无疑成为开发区持续发展的关键。本文探讨开发区构建“政区合一”管理体制的可行性。本文认为,构建“政区合一”的管理体制可以明确开发区及其管委会的法律地位和性质,赋予其相应一级政府的权力,解决开发区权限不足、职能不清的问题;可以将开发区体制创新与地方政府的改革结合起来,作为我国政府机构改革和体制创新的试点,为今后的改革和发展提供经验;可以很好的解决开发区经济职能与社会管理职能互相冲突的问题,是中国城市化进程的需要。构建“政区合一”管理体制的目标是结合地方政府改革,建设新型的开发区服务型政府。应以产业聚集,制度优势,效率效益为发展战略。具体措施包括:通过法律明确开发区一级地方政府的性质与地位,赋予开发区政府较大的经济与社会管理权限;明确开发区政府的角色定位,转变政府职能,更好地为公民与企业提供公共服务;强化开发区组织内部管理体制;创新服务方式和服务手段等。更多还原

【Abstract】 It has been proved that the rapid development of Economic and Technological Development Zone (ETDZ) has greatly fostered the growth of our country’s economy. ETDZ are important districts to absorb and utilize foreign capital, meanwhile they are important windows to bring in advanced technology and management experience. But with the development of ETDZ, the simple economic function cannot satisfy with the needs of their growth, and the former management patterns cannot accommodate the new patterns gradually. Under the circumstances that policy advantages have lose gradually, there is no doubt that prominence of management patterns is the key point to ETDZ’s persistent development. This paper discusses the feasibility of constructing management patterns of "Combination of Administrative Region with ETDZ". By constructing this new kind of management patterns, we can make clear the legal status and characteristics of ETDZ, endow the power of government, solve the problems such as lack of authority and function confusion. The combination will link innovation of management patterns with reformation of local government. As a attempt, it will also provide experience for the reform and development. It can solve the conflict between economic function and social management function of ETDZ, which reflects the need of urbanization in China. The object of constructing this management patterns is to combine the reform of local government with construction of service-oriented government. Industry agglomeration, institutional advantage, efficiency and effectiveness must be the development strategies of ETDZ. The specific measurement include that:(a) to make clear the characteristics and positions of ETDZ and endow it more power;(b) to make clear the role of ETDZ’s government and alter the functions of the government in order to offer better public service;(c) to strengthen internal management of ETDZ;(d) to innovate new type of service offer and approach.更多还原
