【摘要】 国家文化发展规划和信息共享工程的推进带来社区公共文化服务体系的发展,然而资金资源的匮乏、专业技术的缺失以及组织管理的混乱依然是基层社区公共文化发展的坚实壁垒;同时知识经济化和信息网络化的国际环境要求公共图书馆要拓展服务职能向纵深发展,开辟基层文化服务空间,提高藏书利用率,保障基层公民的文化信息生活需求。借助城市公共图书馆的资源和专业优势,在政府主导下将公共图书馆服务向社区延伸,是基层组织文化繁荣和公共图书馆功能拓展的双赢渠道。本研究以公共图书馆社区延伸服务的体制建设、管理方法和服务策略为着眼点,运用社会调查法、归纳与对比分析法构建与完善我国公共图书馆服务体系的发展框架。文章第一部分对公共图书馆向社区延伸服务的起源和发展进行了概述和讨论;第二部分以杭州地区“一证通”服务网络的实践为案例,运用实证研究从社区图书馆、读者和居民三个角度来分析目前杭州地区公共图书馆社区基层点的服务现状、服务效果和服务效应,从微观层面剖析了我国公共图书馆社区延伸服务体系的发展现状;第三部分通过大量的文献和网络资源调研,归纳分析了中外现有公共图书馆延伸服务体系的模式特点,并在此基础上进行中外建设主体、立法依据、管理单元、信息网络、监督协调、延伸服务和社会力量上的差异对比分析;第四部分在前述研究的基础上,从体制保障和图书馆功能拓展两个方面探索了我国公共图书馆社区延伸服务体系的发展框架和服务策略,着重探讨了服务理念的转变、服务功能的强化、服务网络的延伸、服务内容的丰富、服务方式的创新、服务领域的拓展等诸方面的内容。我国的公共图书馆社区延伸服务体系发展还不够成熟,需要借鉴国外的发展经验,推广国内的成功实践。本研究运用定量与定性研究相结合的方法,从理论与实践的角度提出延伸服务在体制建设、管理绩效和服务策略等方面的对策和建议,为进一步推进我国公共图书馆社区延伸服务体系的可持续发展提供帮助和借鉴。更多还原

【Abstract】 The development of Community Public Culture Service system is accelerated by the advancement in National Cultural Development Plan and the Information Sharing Program. However, the lack of funds, the absence of professional technology and the disordered management are still the obstacle for the development of community public culture. Contemporarily, the international environment of knowledge economization and information network requires public libraries to broaden and deepen their services, increase the utilization of their collections, and satisfy the cultural information reqests of common civilians. With the advantage in resources and specilty, public libraries extending their services to communities, can both boom the basic level culture development and broaden the function of public libraries.With an eye to the system construction, management methods and service policy of the service extention of public libraries to communities, the development framework of public library service system is constructed and perfected. In the first part, the origin and evolution of the service extention of public libraries to communities are summarized and discussed. In the second part, a case study is carred out on the "One-Card-Pass" service network in Hangzhou, the current status, effects and influences of public library service nodes in communities in Hangzhou are analyzed, and the current status of the service extention system of public libraries to communities is analyzed on the microcosmic level. Through massive literature review, the third part summarized the model characteristics of service extension systems of public libraries to community in China and foreign countries, and their differences in construction bodies, legislation, management units, information network, supervision, extending service and social contribution are analyzed. On the basis of the prior research, the fourth part explores the development framework and service policy of Chinese public libraries’ community-extension system by system insurance and function development. The following aspects--changes in service conception, enhancement in service function, extension in service network, enrichment in service contents, innovation in service methods, expansion in service domain--are emphasized. The service extention system of public libraries to communities in China is not mature, needs to use foreign experiences as reference, and generalize successful domestic practices. Using qualitative and quantitative research methods, this thesis puts forward the countermeasures and advices in the system construction, management performance and service policy of service extention from theoretical and practical angles, which provides some help and reference for the sustainable development of service extention system to communities of public libraries in China.更多还原
