【摘要】 探索城市化的动力机制,寻求其发展的方向,是新世纪发展进程中要解决的重要问题。本文以西安市郊县农村城市化动力机制的研究为对象,试图通过加快西安市周边地区卫星城市建设,以达到提高西安市整体经济实力的目的。论文首先在分析农村城市化动力机制的基础上,分别从宏观、微观的视角,分析农村城市化动力机制;并提出产业结构升级与优化是农村城市化发展的核心动力机制,人口流动是农村城市化发展的实现机制,而政策制度的调控是农村城市化发展的协调机制,它们共同构成了农村城市化运行机制。进而本文重构了农村城市化动力分析框架,对目前西安市郊县农村城市化水平进行了整体测度,分析各指标变量的有效性;针对具有不同特点的典型郊县进行回归分析,并进行横向比较;并且首次将“熵权法”引入到城市化系统中进行因素权重测度分析。其次,本文对西安市郊县的城市化动力机制进行了综合分析,构建了简要的动力机制框架,提出了城市化诸因素之间的互动关系,认为动力机制的作用不是独立存在的,而是相互影响、相互制约、相互融合的,各部分有机地形成一种连续型的农村城市化发展体系,推动城市化发展。之后,着重对农村城市化的几个重要驱动因素进行了分析,对动力机制进行了具体研究。得出结论认为,产业结构升级、人口流动等是目前西安郊县农村城市化性质、方向、特征、进程以及城镇职能、数量、规模等最具决定性作用的因素。其中产业因素,农村生产力的提高,农业产业化发展是农村城市化的主要推动力,农村工业化是农村城市化的最根本动力,第三产业的发展是农村城市化的后发动力;另外,人口流动在城市化建设中也起着举足轻重的作用,目前农村剩余人口问题仍然困扰着西安市郊县城市化的快速发展。最后,本文根据区域城市化动力因素及其作用机理,有针对性地提出了加快西安市郊县城市化的对策建议,形成以中心城市产业集群聚集区拉动,以大学城来带动,以城市交通和基础设施建设来推动的整体化发展思路;选择恰当的区域城市化模式,推进卫星城建设,并充分利用实施新农村建设这个有利政策,推动西安郊县农村城市化快速发展。更多还原

【Abstract】 Exploring power mechanism of urbanization and seeking its direction of development, are important questions of development advancement must solve in the new century. This article take the countryside urbanization power mechanism research in Xi’an suburban counties as an object, through to speed up satellite town construction of the Xi’an peripheral locality, achieved the goal that enhances the Xi’an whole economic potentiality.Firstly, The paper analyzes the countryside urbanization power mechanism in the foundation, separately the view from macroscopic and microscopic angle, analyzes countryside urbanization power mechanism; proposed core power mechanism of countryside urbanization development the is the industrial structure promotion and the optimization, the population flowing linkage is countryside urbanization development realization mechanism, the policy system regulation is the coordinated mechanism of countryside urbanization development, they constituted the countryside urbanization operational mechanism together. Then this article has restructured the countryside urbanization mechanical analysis frame, has carried on the whole measure to the level of Xi’an suburban counties countryside urbanization in the present, analyzes the validity of various targets; In view of typical suburban counties to carry on the regression analysis, and carries on the crosswise comparison; the entropy weight method is applied to carry on the factor weight for the first time.Secondly, this article has carried on the generalized analysis to the Xi’an suburban counties urbanized power mechanism, separately has constructed the brief frame of power machine, has proposed interaction relations between the urbanized various factors, thinking that the function of power mechanism is not independent, but is affects mutually, restricts mutually, fuses mutually, various part organically forms one kind of continuous countryside urbanization development system, influencing urbanization developments. Afterwards, has emphatically carried on the analysis to the countryside urbanization several important actuation factors, has conducted the concrete research to the power mechanism. The conclusion that the industrial structure promotes, and the population flowing etc. are decisive function factors of countryside urbanization nature, the direction, the characteristic, the advancement as well as the cities function, quantity, the scale and so on in the Xi’an suburban counties. In industrial factors, productive forces enhancement of countryside and the agricultural industrial production development are main propelling force of the countryside urbanization, industrialization in rural is the most direct pull force of countryside urbanization, the tertiary industry development is continued motivating force of countryside urbanization; Moreover, the population flowing is also playing the pivotal role in the urbanized construction, at present the problem that surplus population in rural still was puzzling urbanization’s fast development of the Xi’an suburban counties.Finally, this article according to the region urbanization power factors and the action mechanism, has proposed some measures and suggests to speeding up urbanization course of Xi’an suburban counties, forms integration development mentality, including that through the key city industry colony to draw; the university center to drive and municipal transportation and infrastructure construction to impel the countryside urbanization; choosing appropriate region urbanization pattern, advancing the satellite town to construct and making the most of advantageous policy that is the new rural reconstruction, in order to promote the Xi’an suburban counties countryside urbanization to develop rapidly.更多还原
