【摘要】 统计工作过程是统计信息的加工生产过程,而统计数据是政府统计工作活动的核心产品。从统计数据质量自身特性以及政府统计工作对统计数据的加工生产过程来看,政府统计数据质量应当是一个包含多维特性在内的综合质量涵义。将质量经济性引入到政府统计数据质量问题中,即政府统计数据质量成本问题,就是如何在统计工作中开展相应的数据质量成本管理,以最小的质量成本得到满意的数据质量;通过对政府数据质量成本体系的构建,探究隐藏在统计数据质量成本中的深层次问题,挖掘质量问题及其关键影响因素,进行质量改进,以此来提高我国政府统计数据的质量。本文在政府统计数据质量管理体系的基础上,构建政府统计数据质量成本理论体系。全文共六章,第一章,回顾了有关质量成本理论和统计数据质量经济性的认识历程,提出了本文的研究背景。第二章,结合统计工作过程的特殊性和统计数据质量经济特性,以及质量管理学中质量成本理论,从质量管理学和政府统计数据加工生产的工作实践角度出发,对统计数据质量成本涵义作出界定和分解;并提出了政府统计数据质量成本体系的结构内容。第三章,论证政府统计工作过程中,统计数据质量成本管理的内容,主要包括政府统计数据质量成本的分解、预测、计划、核算、分析和对质量成本的控制循环。第四章,在研究统计数据质量成本和统计数据质量不同层次关系的基础上,结合质量成本理论和统计工作过程,通过论证推导给出统计设计阶段和统计信息加工生产阶段的统计数据质量和统计数据质量成本之间的关系模型。第五章,在以上建立起政府统计数据质量成本管理和关系模型的基础上,结合政府统计数据质量保证体系的相关内容,研究政府统计数据质量成本体系在政府统计数据质量保证体系中的运行。第六章,在前文研究的基础上得到的结论,结合当前我国政府统计工作中存在的问题,论述政府统计数据质量成本体系与实际工作的结合困难及解决出路,以及将来进一步进行研究的方向。更多还原

【Abstract】 Statistical working is a process by which the statistical information is produced and statistical data is the core production of the official statistical working. In view of the characteristics of statistical data quality and working process of statistical data, the official statistical data quality (OSDQ) has a multidimensional characteristic. With economical quality introduced into OSDQ, the problem is that how to put the management of the official statistical data quality cost (OSDQC) into practice, is that how to get the satisfactory quality with the least cost, is that how to improve OSDQ by through constructing the official statistical data quality cost system(OSDQCS)and researching into the key factors.This paper constructs the quality cost academic system of the official statistical data, which is on the base of‘The official statistical data quality management system’. Here is a brief summary for each of the six chapters in this paper:The first chapter reviews the development of the quality cost theory and the evolvement of the characteristic of the statistical data economical quality. Then this chapter introduces the background of the research.In the chapter two, firstly, with the particularity of the statistical working and the characteristic of the statistical data economical quality, this paper defines and analyzes OSDQC. Secondly, this paper brings forward the quality cost system.The third chapter focuses on the management of OSDQC, which include the circle of disassembling, forecasting, planning, accounting, analyzing and controlling.The fourth chapter researches on the mathematic model between quality cost and the data quality by analyzing the relationship between them.On the base of the above research results, the fifth chapter discusses on running OSDQCS under the official statistical data quality assurance system.In the last chapter, the paper primarily draws the conclusions from all above researches. It discusses the problems in the official statistical working and the difficulty in combination between OSDQCS and the practical working.
