国际石油钻井项目模块化管理应用研究

【摘要】 随着我国经济的快速与持续发展,我国对石油的需求不断增加,供需矛盾日渐突出,而且己成为制约我国经济发展的主要瓶颈。面对日益严峻的形势,中国石油天然气集团公司积极贯彻国家的重大决策,提出了“要率先建成一流的社会主义现代化企业和具有国际竞争力的跨国企业集团”的战略目标,加快了国际化步伐。与此同时,集团公司工程承包与技术服务行业紧随跟进,大踏步地、卓有成效地进入了国际市场。要实中国石油工业“走出去”的战略目标,我国各大石油公司除了要勇于开拓海外市场、加大资金投入、设备更新、技术更新,人员培训等,很重要的一点就是要管理创新,提高国际石油钻井项目的管理水平,以增强我国石油工业在海外市场的国际竞争力。本文基于模块化管理理论的基本原理,对国际石油钻井工程项目应用模块化管理进行理论分析和阐述,以期对提高国际石油钻井工程项目管理水平有一定的实践指导意义。文章对模块化管理理论和相关理论进行了综述;分析了国际石油钻井工程项目应用模块化管理的适用性;提出了国际石油钻井工程项目模块化设计原则和设计要求;分析了国际石油钻井工程项目模块化基本结构。包括:石油钻井工程生产作业过程的模块化;石油钻井生产组织的模块化;国际石油钻井项目管理过程的模块化,并相应地设计出模块化的模型。构建了基于模块化管理的国际石油钻井项目组织结构。提出实施国际石油钻井工程项目模块化管理的对策。

【Abstract】 With the rapid and continuing development of Chinese economy, the demand of China for oil and gas increases sharply. The conflict between demand and supply is becoming serious. Oil and Gas have become the bottleneck to limit the development of Chinese Economy. In this serious situation, China National Petroleum Corporation (CNPC), carrying out the major policy decision by Chinese government actively, raising a strategic goal of taking the lead in establishing a first-class modern enterprise and an international corporation with characteristic of socialism, speeds up the internationalization. In the meantime, the Engineering and Technical service enterprises of CNPC are following up CNPC international business, and enter into the international market quickly. In order to achieve the strategy of going global, all the big oil companies of China not only go into oversea market, invest more money, renew equipment, improve technologies and train employees, but also focus on management innovation to improve the management level of international petroleum drilling projects and to strengthen Chinese oil companies’international competitive edge in the oversea market.This discourse analyzes and expounds the modularized management applied in international petroleum drilling project according to the basic principles of modularized management theory, and is expected to help improve the management level of international petroleum drilling project. It summarizes the theory of modularized management and interrelated theories; analyzes the applicability of the modularized management applied in international petroleum drilling project; puts forward modularization design principle and design requirements for the international petroleum drilling project; analyzes the modularized structure of international petroleum drilling project, including the modularization of the production process of petroleum drilling engineering; the modularization of production organization of petroleum drilling and the modularization of the management process of international petroleum drilling project. And models are designed separately. It structures organization structure of international petroleum drilling project based on modularized management and put forward ways to apply modularized management in international petroleum drilling project.
