我国公务员绩效考评体系研究

【摘要】 我国的公务员是执行国家行政管理职责的主体,他们为维护社会安全和发展社会经济做着自己应有的贡献。对于公务员的管理,需要建立科学的、新型的绩效考评体系,确保采用优秀的人全心全意地为人民服务。绩效管理是现代公共管理的前沿课题,作为一种新的管理理念和方法,绩效管理贯穿于组织管理的全过程,并对个体的评估发挥了重要作用。针对中国的具体国情,开发一套有效的公务员绩效考评体系,通过定期检视公务员的工作行为和效果,并将检验结果应用至奖惩过程中,从而提供激励公务员不断努力取得佳绩的动力源泉,同时与管理流程相结合,形成良好的公共管理体系,保证政府真正为人民服务。本文借助目前在发达国家普遍实行的绩效管理和绩效考评方法,综合运用多种方法研究我国目前公务员绩效考评过程中出现的问题,试图通过对西方绩效考评方法和指标的分析以及我国公务员考评制度利弊的比较,从绩效考评的指标、主体及方法等角度出发,探讨科学的考评策略,需要怎样的新型的公务员绩效评价体系,引入平衡计分卡,并结合中国的实际论证考评结果应该如何实施。全文共分五部分:第一部分:我国公务员绩效考评和绩效考评体系的界定,包括公务员绩效考评对象及范围的综述,公务员绩效考评涵义的界定及阐释。第二部分:国内外公务员绩效考评体系比较研究,通过对我国和西方不同考评体系的论述和比较分析,总结我国公务员绩效考评体系的缺陷和不足,借鉴西方考评体系的经验.第三部分:从制度要素、主体要素和方法要素三个方面探索我国公务员新型绩效考评体系的建立,在方法要素中提出平衡计分卡的应用。第四部分:我国公务员新型绩效考评体系的实施。通过研究平衡计分卡在公务员绩效考评体系中的运用,探索绩效考评结果在公务员评价和激励中的作用。第五部分:小结。综上论述,指出我国公务员新型绩效考评体系建立过程中需注意的问题及社会影响。

【Abstract】 Civil servant in our country is the group that operating public administration responsibility. They contribute to the maintenance of social security and development of social economy. In the field of managing civil servant, we need to establish a new scientific performance measurement system to assure that the most outstanding personnel devoting themselves to public service can be recruited. In modern public management, performance measurement is a leading edge subject that impenetrates the whole process of organization management and plays an important role in individual assessment. It is very necessary to develop an effective civil servant performance measurement system in allusion to the situation of our country. Through inspecting the work of civil servant at regular intervals and applying rewards and punishment system according to the inspection results, it provides a source of stimulating civil servant to keep working hard. Meanwhile, combining this measurement together with the whole management process could form a public management system to assure the governmental obligantion of serving people being carried out properly. Learning from the most commonly used performance measurement methods, this disseration researches the problems in Chinese civil servant performance measurement, through anaylizing the measurement methods in the advantages and disadvantages in China and western countries, discussing a scientific measurement strategy from the aspects of the measurement index, subject and methods, etc. Applying balanced scorecard to research what kind of new measurement system is needed and the way to implementing it in China. This dissertation is divided into five parts.
