和谐视角下第三部门与政府关系的重塑

【摘要】 在全球化时代,政府和第三部门是社会公共事务管理的两大主体。政府作为公共权力的载体,它对第三部门的认知和规制直接影响到第三部门的发展,而第三部门的发展状况对政府治理具有重要的支持和制约作用,两者的良性互动对于和谐社会的发展至关重要。本文通过对中西方第三部门与政府关系模式的比较,分析了当代中国政府与第三部门互动发展中的不和谐现状,在深入剖析其根源的基础上,提出构建政府与第三部门和谐关系的理想模式以及实现这一模式的路径和方法。文章共分为五个部分:导论主要阐述了选题的意义和由来,综述了国内外关于本选题的研究文献,简要介绍了第三部门的概念、特征和分类,并指出本文的研究方法及创新之处。第一章详细地论述了第三部门的理论基础,并阐述了第三部门与政府关系的一般理论,为文章做进一步的论述奠定理论基础。第二章结合现实重点分析了各国第三部门与政府关系的演变,指出西方第三部门与政府关系较为和谐的原因在于国家与社会二元对立的关系,西方国家的政府给予第三部门较多的支持而较少地干预它们的行动。第三章描述了我国第三部门与政府关系的现状及问题,重点指出:相对于西方第三部门的发展而言,中国的第三部门更缺少独立性和自主性,和政府的关系相比而言更多的是一种依赖关系。第四章主要阐述了影响第三部门和政府和谐关系的因素,从政府、社会、第三部门自身三个角度来分析目前我国政府与第三部门关系现状的成因,指出政府、社会和第三部门三方面的问题。第五章描画了构建第三部门和政府和谐关系的基本构思,着力从制度层面、政府层面和第三部门层面论述了互动合作关系的构建,并指出两者互动合作的路径。结束语指出了第三部门和政府未来关系的发展方向,对第三部门和政府的合作共建具有指导意义。更多还原

【Abstract】 In the era of globalization, the government and the third sector are two main governors of social and public affairs. As the carrier of public authority, the government’s cognition and regulation to the third sector affects directly to the third sector’s development, and the third sector’s developmental condition has an important support and restricted function to the government’s governance. Both benign interactions are very important to the development of harmonious society. By the comparison of the model of relationship between the third sector and government in and abroad, this paper has analyzed that interaction between contemporary Chinese government and third sector is not harmonious, and proposed the construction of harmonious relationship between the government and third sector on the foundation of analyzing its root thoroughly, as well as the method to realize it.The text is totally divided into five parts: The introductory remark mainly elaborates the significance and reason of selected topic, summaries research literature on this topic, elaborates the third sector’s concept, characteristic and classification briefly, and points out the research method and innovation. Chapter I elaborates theoretical foundation of the third sector in detail, and elaborates general theory on the relationship between the third sector and government, which lays foundation for the further elaboration. Chapter II analyzes the evolution of relationship between the third sector and government in various countries with reality, and points out the reason that relationship between the third sector and government in the west is more harmonious is dual opposite relationship between the nation and the society , the government in Western countries gives more support to the third sector than intervening their action. Chapter III describes the present situation and problems of the relationship between the third sector and government in our country, and points out with emphasis: By contrast with the third sector in the West, the third sector is short of independence in China; the relationship between the third sector and government is more a kind of dependent relation. Chapter IV mainly elaborates the factors which affect harmonious relationship between the third sector and government, and analyzes the reason of present relationship between our government and third sector from aspects of government, society and third sector, and points out the problems of government, society and third sector. Chapter V describes how to construct harmonious relationship between the third sector and government in aspect of system, government and third sector, and mentions the path to interact and cooperate. The conclusion points out the developing direction of relationship between the third sector and government in future, which has guiding significance to construct cooperative relationship between the third sector and government.更多还原
