论我国公务员激励机制

【摘要】 公务员激励机制是公务员制度的重要组成部分。积极探索和完善公务员激励机制,对于提高公务员的综合素质及政府的行政效率具有十分重大的现实意义。我国现行公务员激励机制激励功能受阻的原因主要包括传统行政文化的残余和官僚体制存在的弊端、对公务员各项需求有所忽略及监督机制的不完善。因此,我国应进一步改革官僚体制,为公务员激励机制创造良好的行政文化环境;完善选拔录用机制,为国家实施“人才战略”提供制度保证;构建学习型组织,建立多元化、高水准的公务员培训新模式;完善绩效考核体系,加强考核结果对公务员的正面激励功能;优化薪酬结构,吸引和留住优秀人才为公众提供优质的服务;建立完善的监督机制,保证公务员激励机制功能的有效发挥。本文分为五章。第一章是我国古代官员制度的综述,并在此基础上总结出这些制度的激励功能;第二章介绍西方公务员激励理论和西方公务员激励机制运行的成功经验,为我国公务员激励机制的构建提供参考价值;第三章介绍我国公务员激励机制运行的现状;第四章分析现行公务员激励机制激励功能受阻的原因;第五章在分析原因的基础上,总结和归纳出完善我国公务员激励机制的对策。

【Abstract】 The motivation mechanism for public servants is an important component of the public servant system. Exploring and improving the motivation mechanism for public servants actively has very great realistic meanings. It can improve the public servants’ overall qualities and government’s administrative efficiency constantly. Because of the remnants of the administrative culture and the drawback of the bureaucracy system , the demands of the public servants are neglected and the supervision mechanism is not improved , the motivation functions of our country’s current motivation mechanism for public servants are unable to run normally. Our country should further reform the bureaucracy system, creating good administrative cultural environment for the motivation mechanism for public servants; Improving the mechanism of selection and employment for implementing "the talents’ strategy"in our country; Constructing "the learning organization", setting up a new training pattern with multiplication and high-quality; Setting up a complete examination and evaluation system, strengthening the effect of the result of appraisal to the public servants; Optimizing the structure of salary, attracting and keeping outstanding talents offering high-quality services to the public; Setting up complete supervision mechanism, guaranteeing the full play of the functions of the motivation mechanism for public servants.This text is divided into five parts. Chapter one is a survey of the system of the ancient officer of our country, and then summarize the inspiring functions of these systems; Chapter two introduces the western public servants’ motivational theories and the successful experience of western motivation mechanism for public servants, offering reference value for the construction of the motivation mechanism for public servants of our country; Chapter three introduces the current situation of our motivation mechanism for public servants; Chapter four analyze the reason why the current motivation mechanism for public servants is in trouble; Chapter five summarize and sum up the measures of constructing the motivation mechanism for public servants of our country on the basis of analyzing.
