火力发电企业人力资源管理模式研究

【摘要】 随着我国电力体制改革的深入,发电企业已进入全面竞争的时期,火力发电企业如何适应由传统的计划经济向全面市场经济转变,如何在激烈的市场竞争中立于不败之地,这就要求火力发电企业必须要打造符合自身特色的核心竞争力,在这一过程中,人力资源管理必将发挥不可替代的重要作用。通过对多家火力发电企业的调查和访谈,可以发现现有火力发电企业在人力资源管理方面显现了不少与目前的环境和市场形势不相适应的问题,这些问题如不能得到及时有效的解决,必将制约我国火力发电企业的深入改革和健康发展。本文首先介绍了人力资源、人力资源管理以及人力资源管理模式等概念,然后比较分析了不同国家的企业人力资源管理模式,接着通过问卷调查法和访谈法获得了各火力发电企业人力资源管理各个模块的现状资料,在此基础上提炼出了几种火力发电企业人力资源管理模式,最后,从招聘、培训、薪酬制度、绩效管理、组织结构等方面比较了火力发电企业人力资源管理不同模式的优劣势。本文的研究成果可望为其它火力发电企业或者一般企业提供借鉴。

【Abstract】 Along with the embedded reform of electric power system of our country, the system of electricity-power plant has already entered the period of the overall competition, how they adapt from the traditional planned economy to overall market economy change, how they can be in invincible position at vehemence of the market competition, thermo-power plant should create core competencies of match themselves special features. In this process, HRM will necessarily exert important function which can not be insteaded.In this article, we can find some problems in HRM of thermo-power plant that can not adapt to actual posture and environment of market competition by research and interview, these problems will restrict the embedded reformation and healthy development of our thermo-power plant if they can not be solved immediately and effectively.At the first of this article, the author introduced the situation of HRM during the reform of salary system in GO-ON corporation of Huaibei ,and depicted some problems in HRM of this corporation, then, the author introduced the conception of Human Resource Management and Model of HRM (or we can call it HRMM) ,then introduced some primary deferent HRMM of all over the world and made some comment. By putting out research questionnaire to some representative thermo-power plant and researching on the spot, the author acquainted himself with the fashion and the method of HRM of these corporations, fatherly , the author seriatim analyzed every module of HRM of thermo-power plant and pointed out the problems which maybe existence in employee recruit, employee training, salary system, performance management and organization frame. At last, the author make suggestions to the problems which maybe exist in all of these HRM modules, and importantly introduced the method and model of some representative thermo-power plant, so, the reader can make compare and use for reference.
