【摘要】 我国进行医疗卫生体制改革以来,社会保障医疗资源的现实配置状况与社会的需要相背离,表现出医疗资源配置不合理的态势,大多数人民群众已为看不起病发愁,对基本医疗服务的需求日益强烈,调整社会保障医疗资源配置已是当务之急。文章具体描述了我国社会保障医疗资源中医疗机构、医疗人力、医疗床位、药品及政府投入几项指标的配置情况,发现我国社会保障医疗资源在农村及城市中配置均不合理。在农村主要表现为社会保障医疗资源配置不足与“过剩”并存;在城市表现为社会保障医疗资源存量配置效率低下。通过分析问题产生的原因与国外经验的借鉴,文章针对这两大问题提出了政策建议,希望能对目前正在进行的医疗卫生体制改革提供帮助。文章运用了实证分析与规范分析相结合的方法,通过分析计算我国近年的卫生统计年鉴初步推测出我国医疗资源配置确实存在不合理并证明我国医疗资源配置不合理情况比较严重。利用综合集成法,从经济学及管理学的角度,为我国现阶段医疗卫生体制改革提供政策建议。文章得出的结论为:医疗服务虽是“私人物品”,但其本身具有“公益性”,保障这种“公益性”得以实现的关键就是合理配置社会保障医疗资源,而合理配置社会保障医疗资源的药方则是强化政府责任,弥补市场不足,走向有管理的市场化。更多还原

【Abstract】 Since our country has carried on the health organizational reform,The social security medical service resources reality disposition condition and the society need to leave contrarily, The medical resources disposition presents the unreasonable situation. Majority people worry because cannot pay the expense of the medical service. People are day by day intense to the basic medical service demand, the adjustment medical service resources disposition already was the urgent matter.The article specifically described our country social security medical service resources, for example, the medical establishment, the medical officer, the medical bed, the drugs and the government invest. Discovered our country social security medical service resources dispose is unreasonable in the countryside and the city. In countryside, the main performance of social security medical service resources disposition is insufficiency and“surplus”; in the city, the social security medical service resources storage quantity disposition efficiency is not high. By analyzing the reasons of the questions and the overseas experiences, the article put forward the policy proposal in view of these two major problems. I hoped these can be help for the health organizational reform which carries on at present.The article has utilized the real diagnosis analysis method and the standard analysis method. Through analysis and computation our country recent years health statistics yearbook, extrapolated our country medical service resources disposition exists truly not reasonably. Moreover the unreasonable situation quite is serious. Using the method of metasynthesis, from the angle of economic and the management science, providing the policy suggestions for our country present stage health organizational reform.The conclusion: The medical service is“Personal goods”, but itself has“the public welfare”nature. The key of realization“the public welfare”nature is the reasonable disposition social security medical service resources.
