【摘要】 随着3G时代的临近,对3G业务的支撑已经成为电信业务运营支撑系统面临的紧迫问题。3G业务与传统的话音业务在业务模式、市场模式、服务模式上有较大的不同,支撑系统必须对多媒体业务以及丰富的市场和服务模式提供一体化、标准化的支撑。3G系统的建设主要是对用于承载业务的基础网络及用于开展业务的业务平台的建设,在业务上将以移动性、个性化、多媒体化和高速接入等为主要特点。对于3G业务的业务运营支撑系统,将具备相对复杂的价格体系、繁杂的优惠打折体系、与内容提供商等多方的复杂结算体系。3G提供的灵活服务以及跨专业的服务模式使计费系统开发者面临前所未有的挑战,与2G计费不同,3G计费不再以时间为基础,而必须以内容和质量为基础,计费点的不确定性等因素更增加了3G计费的复杂程度。本文系统地分析了3G网络的主要业务类型及计费模式,给出了新一代计费系统的建设思路。对3GPP给出的计费基本框架做了详细的分析,根据3G计费系统的设计要求,结合3G的业务特点和计费模式,给出了基于业务特征的3G计费系统的体系结构。这一体系结构能适应不同业务的计费要求,实现新生业务计费功能的动态加载,达到系统无缝“升级”。更多还原

【Abstract】 With the era of the third generation approaching, the support of the business of 3G has become a pressing issue to business operation support system. The business of 3G has great difference from the traditional voice business in the business model, the market model and the service model, therefore, the support system must provide a integrative and a standardized support for the multimedia business and a wealth of markets and services model. The 3G system is mainly built for the construction of the basic network bearing business and the business operation platform, in the business, mobility, personalization, multimedia and high-speed access will be the main features. The business operation support system for the 3G, will have the relatively complex pricing system, the complicated system of preferential discounts and the complex balance system with other partners such as content providers.The flexible service and multi-professional service model make the billing system developers face an unprecedented challenge. The 3G billing, which is different from 2G billing, is no longer time-based, and must be based on the content and quality, uncertainty of billing point and other factors have increased 3G billing complexity.This paper analyzes the main business type and billing model of 3G network, the idea for constructing the new generation billing system is provided. And the paper detailed analyze the basic framework of the billing system which provide by 3GPP, according to 3G Billing System Design request, in conjunction with the business features and billing model, provide a billing system architecture which is based on the business characteristics. This architecture can adapt to different billing business requirements and load new business billing function dynamically, so as to the system achieve a seamless upgrade.更多还原
