燃气智能化信息系统项目的风险管理研究

【摘要】 2008年举世瞩目的29届奥运会将在北京举行,作为奥运赛场上的重要标志—奥运主火炬将成为全世界的焦点。同时,运动员、裁判员及来自世界各地的新闻记者的日常餐饮也将成为一个重要的项目。因此,作为这两个项目的后备能源—燃气将成为一个不可缺少的能源。为保证奥运主火炬及奥运村中相关配套设施如餐饮的燃气供应,北京市燃气集团有限责任公司承接了奥运主会场燃气调压装置项目(简称奥运调压站项目)的实施,主要负责调压装置的安装、调试。其中,为了很好地对奥运会场及奥运村燃气系统的使用状况进行时时监控,特别增加了燃气智能管理信息系统,将数据及时地反馈到燃气集团调度中心,以便随时进行监控、保证燃气供应,并对用户的使用状况随时进行反馈。为了保障项目顺利实施,关键是后续运行中达到无故障,在项目实施前,除了按照一般的项目进行计划的编制,主要的是要对项目中的风险因素进行管理。本论文就是在这样一个背景下产生的。按照项目管理中的风险管理理论,首先对项目的风险因素进行识别,主要归纳出技术因素、管理因素、进度因素和费用因素四大类。对于识别出的风险因素,根据以往的经验以及相类似项目的总结,对这些因素进行进一步的分析,根据其对项目影响程度,分为重要因素和一般因素。风险因素的分析结果作为风险应对计划和措施的重要依据,针对不同的风险因素,采用不同的应对方法,包括消除风险、转移风险,并制定可行性强的应对措施。措施是否可行,项目能否按照既定目标有条不紊的实施,关键在于对风险因素的监控。本论文就是按照风险识别、风险分析、风险应对和风险监控为脉络进行编写。在论文编写即将结束的时候,正值此项目的收尾阶段,正在进行系统的调试和试运行的准备。从这个项目的实施情况看,基本到达当初在进度、费用、质量上的要求,对于风险因素的管理也达到了预期的目标。通过本次项目,将理论与实践有机的结合在一起并得以运用,并在项目进行的各个阶段都总结出了很好的经验。
【Abstract】 In 2008, the worldwide attactive 29th Olympic Games will be held in Beijing, as the important symbol of the Olympic Games - the host torch will become the focus of this Games. At the same time, the athletes, reffrees and news reporters all over the world those dinner will be an important project. Therefore, as these two projects’ reserve energy - fuel gas will become an essential energy.In order to guarantee the fuel gas supply of the host torch and any necessary facility in the Olympic Village such as dining. The BCCG Ltd.Co. continue the gas regulation’ design and construction which will answer for their installation and debugging.In order to carry on the monitoring at the working condition of the gas system in the Olympic stadium and the Village, We especially use the gas intelligence management information system (SCADA system), promptly feed back the data to the gas group control center, so that we can monitor and guarantee fuel gas supply and feed back the using condition at any moment.In order to ensure the implementation of the project smoothly, the key is no fault in the following movement, before the project implementation, besides workingout of the plan as the general project, the main work is to manage the risk factor management to in the project. The present paper produces under this kind of background.According to the project management in risk management theory, at first we carry on the recognition to the project risk factor, mainly induces the technical factor, the management factor, the progress factor and the expense factor. Regarding these risk factors which distinguishes, according to the former experience as well as the similar project summary, carries on the further analysis to these factors, according to its influence degree , divides into the important factor and the general factor. The risk factor analysis result should plan as the risk with the measure important basis, in view of the different risk factor, uses different methods, including elimination risk, shift risk, and establishing feasibility measurement. The measure is whether feasible , the key lies in to the risk factor monitoring. The present paper is defers to the risk recognition, the risk analysis, the risk should carry on the compilation with the risk monitoring for the vein.from this project implementation, basically arrived initially in the progress, the expense, the quality request, has also achieved the anticipated goal regarding the risk factor management.Through this project, the theory and the practice organic unifies in together and utilize, each stage which carries on in the project all summarizes the very good experience.
