【摘要】 我国正处于经济转轨的重要时期,国有经济结构调整事关国民经济发展的大局,是摆在我们面前的重要课题。国有资本不仅具有一般资本的特性,同时也体现着我国公有制经济的功能与目标。如何有效运营国有资本,推进国有经济结构的战略性调整,在确保国有资产保值增值的基础上实现我国的经济发展目标,这是本文研究的核心内容。本文认为,我国市场经济体制的转轨要求与国有资本的逐利性是国有资本运营的“动力源”,国有经济结构调整的目标有其动态性,具有经济发展阶段性特征,资本的存量调整和增量投资是国有资本运营的主要方式。本文从产业结构与所有制结构调整出发,提出了依靠国有资本运营推进产业结构与所有制结构联动调整的构想,并最终达到增强国有经济控制力、影响力与引导力的目标。更多还原

【Abstract】 China is in an important period of economic transition, the state-owned economic restructuring has a bearing on the overall situation of national economic development, is before us the important subject。State capital not only has the general characteristics of the capital, but also embodies China’s public economic functions and objectives。How to operate the state-owned capital effectively and promote the strategic restructuring of the state-owned economy and ensure realizing China’s economic development goals on the basis of maintaining and increasing the value of state-owned assets is the core content of this paper。This article holds that China’s market economic system transformation and the state-owned capital requirements of the profit is the "power source" of the state-owned capital operation, the goal of the state-owned economic restructuring has dynamic and economic development stage characteristics。The Storage quantity capital restructuring and incremental investment is the main way of the state-owned capital operation。On the basis of the industrial restructuring and the ownership restructuring, this article Points out that boost industrial restructuring and the ownership restructuring linkedly by the state-owned capital operation, and ultimately achieve the goal of enhancing the state-owned economy controlling、influence and guidance strength。更多还原
