【摘要】 信息化在国内的普及推广,使得一大批电子政务项目应运而生,这有力地提高了政府的办公效率,促进政务信息公开化,对整个社会产生了深远意义的影响。由于传统项目管理模式的限制,项目建设效果多有不足之处,加强电子政务项目的科学管理,提高项目的效率和效益,是目前亟待解决的问题。本文研究了国内电子政务项目的现状,并对国内若干省份的电子政务项目的建设情况进行了考查,并结合广西电子政务X项目的实际,根据现代项目管理的科学原理,调查分析当前电子政务项目管理存在的问题和原因,研究和探讨解决问题的方案和对策。论文的主要内容是将世界流行的项目管理的科学理论和中国特色的电子政务项目管理的实际情况相结合,从项目组织、人力资源、范围管理等方面对广西电子政务X项目进行分析研究,将现代化的项目管理手段与国内的传统管理模式相比较,尽可能将先进的项目管理技术参照应用和指导中国的比较落后的现实,探讨融合贯通,有效地走一条有中国特色的电子政务项目建设之路,以期更有效地用好项目资源,使得广西电子政务项目管理逐渐达到一个比较先进的水平。更多还原

【Abstract】 With the rapid development of information science and its application, a large number of e-government projects have been found. It improves the effectiveness of government, makes the government information much more open. Because of traditional mode of Chinese project managemant, the e-government project is not good enough. It is important to take advantage of the principle and theory of modern project management, to improve the effect and influence of these e-government projects.The paper introduces the situation of e-gov projects in China, investigates several E-Government cases of some provinces. According to the science principles of current project management, this paper takes the project X of guangxi e-governmen as a example, in order to to find the questions, to analyse the reason and to give some suggestions and solution as well.This paper combines the theory with practice, compares knowledge of modern project management with traditional skills of project management in China, focuses on project organization, human resource and scope management. The advanced theory of project management is used as a guider of practice in China. We learn from the experience of international e-government practice, try to make use of project resources effectively, make the project management of guangxi e-gov much more advance and scientific, and make some contribution to the path of project management of Chinese character e-government.更多还原
