【摘要】 住房保障制度随着社会经济的发展、居民收入的两极分化以及住房政策的改变而产生,是国家通过立法对国民收入进行分配和再分配,对中低收入家庭特别是生活有特殊困难的家庭的基本住房权力给予保障的制度。住房保障的范围广泛,兼具社会保险、社会救济、社会福利和社会优抚等多种性质,因此住房保障制度是一种复合型的特殊保障制度。住房保障制度在保障对象和保障方式方面具有多样性特征,政府部门在设计地方住房保障制度时必须充分予以考虑。国际上,不同国家之间的住房保障制度各有特色,侧重点各不相同,但近年来,市场经济国家(地区)的住房保障制度呈现出一些相同的发展趋势,如间接干预、房租补贴、住房金融支持、政府直接建设安置房等多种方式并行,随着住房制度改革的不断深入,柳州市开始逐步建立与市场经济相适应的住房保障制度,但由于全国各地区和城乡发展情况不同,中央统一的住房保障制度在各地重视情况不一,柳州市还没有形成一个真正意义上的、完整的,能够发挥实际保障功能的住房保障体系。在此基础上,本文使用社会保障理论、经济福利理论和住房过滤理论进行了分析,然后介绍了美国、英国、新加坡三个有代表性的国家各自住房保障制度的情况,其次对我国城镇住房保障制度中的住房公积金制度、经济适用住房制度和廉租住房制度的实施现状及存在问题分别进行了分析研究,对柳州市城镇住房保障制度执行情况和存在问题进行了分析研究,得出完善柳州市城镇住房保障制度的一系列政策性建议,具有一定的现实意义。更多还原

【Abstract】 Housing Guarantee System (HGS) was established along economy, the differentiation of incomes and the reform of with the development of social housing policies. It is a system through legislation by the state government to carry out distribution and redistribution of national income, and ensure fundamental housing rights for low-income families, especially those with special difficulties. The house security has very wide range and simultaneously has the character of the social insurance, the social succor the social welfare and the social veterans special treatment and directs to a special object, so the House Security Institution is a compound and special security system. The House Security Institution has the diversity characteristics by the security object and the methods, which should be taken into account in designing a house security institution.The House Security Institution in different countries (districts) has different features and can be classified as four patterns. Recently, the House Security Institution in some countries (districts) with market-directed economy shows some same development tendencies, such as indirect intervention, rent subsidy, privatization of public house ,house financial system and multiple-method running and so on. Along with the reform of housing system, Liuzhou try to establish the House Security Institution for the market-directed economy step by step, but our country is so widely, and there is a lot of difference between the cities, areas, villages, etc. So there is not a complete house security system in Liuzhou yet.Base on this, this text used three theories foundation stone of theory, economic welfare theory and security theory at first, then draw lessons from the stones from other hills, recommend USA, Britain ,Singapore, three representative countries(districts)each house ensure overview and characteristic of system, There after ensure the urban house of our country in the system, system of the housing public accumulation fund, the implementation current situations of the suitable housing system of economy and low rented housing system and existing problem have been analyzed and researched respectively and ensure the enlightenment of the system to the house of Liuzhou. There after ensure the urban house of Liuzhou in the system has been analyzed and researched respectively. On this basis, is it perfect of Shanghai urban house ensure policy goal, principle and overall a thinking of frame of system to draw. At last, proposed perfecting a series of policy suggestions of ensuring the system of urban house of our country, have certain realistic meanings.更多还原
