【摘要】 消除东西部差距实现共同繁荣成为我国当前经济发展的重要目标。西部要想赶上东部的步伐必须加快农村的发展,而农村富余劳动力的转移则是西部农村经济发展的突破口。因此,以促进劳动力区域内就业为优先目标、充分挖掘和利用农村富余劳动力就业的产业空间,应当成为西部产业选择的基础。农村富余劳动力转移的产业流向理论,包括产业变迁的基本规律和农村富余劳动力产业转移的供求曲线,表明了西部地区应发展劳动密集型产业。西部地区农村富余劳动力转移的现实情况是数量较大、转移的产业流向也确实是主要向劳动密集型产业转移。而影响西部农村富余劳动力流向劳动密集型产业的因素为西部产业选择和政策建议提供了条件。产业选择条件,即西部的宏微观条件、非农产业的收入水平和就业吸纳能力,是西部地区产业选择的依据,从而可以明确提出西部地区应选择劳动密集型产业,以及重点选择制造业、农产品加工业、服务业、旅游业等劳动密集型产业。为了培育和发展这些产业则需要政府的制度创新和实施有效的政策措施,同时这也保证了西部农村富余劳动力转移的顺利进行。更多还原

【Abstract】 Eliminating the gap between the east and the west to realize mutual economic prosperity becomes an important goal of our economic development. If the west wants to catch up with the development of the east, it must quicken its development of the countryside. The transfer of rural redundant labor forces is just the breakthrough of western rural economic development. Furthermore, in the western part of China, the basis of industrial selection is that priority should be given to employment promotion, fully excavate and make use of industrial space where rural redundant labor must transfer to. the theoretical analysis of the industrial transfer of redundant labor forces, and it include common law of the industrial evolution and supply and demand curves for industrial transfer of rural redundant labor force, we can draw a conclusion that the west should select labor-intensive industry. The quantity of the western rural redundant labor force to shift is big, industrial transfer of rural redundant labor force mostly be labor-intensive industry, but influence factors of western rural redundant labor force industrial transfer to labor-intensive industry are also the western industrial selective condition. The industrial selective conditions, for example, western macro and micro conditions, income level of nonagricultural industry and labor force absorption capacity, are foundation of western industrial selection. The western government may put forward that western should select labor-intensive industry, and focus on manufacturing industries, Agricultural Product Processing Industry, service industry, tourism when selecting labor-intensive industry. The western government must innovate system and take effective strategic measures to foster and develop these labor-intensive industries, and at the same time, it also promoted the transformation of rural redundant labor force.更多还原
