农村中小学教师激励研究

【摘要】 农村义务教育的师资问题,一直是农村义务教育发展的主要问题之一。近几年来,中国农村教育管理体制进行了巨大的变革,由原来的以乡村为主的管理机制变革为以县为主导的管理机制,农村教育和农村教师的状况得到极大的改善。国家取消农业税后,以农业为主的县市财政情况因为收入的突然减少和对教育支出的增加普遍变得捉襟见肘,中部地区的县市财政情况面临巨大的困难,而这又直接影响到在农村肩负提高农村人力资源素质的农村教师,特别是农村义务教育阶段的教师。起码的待遇满足都出现困难,更不用说对教师进行激励了。本文关注农村义务教育阶段教师,通过分析他们的现状,研究激励的对策,希望为他们提供一个公平竞争的环境,使他们更好的服务于农村教育事业,为我们国家培养更好的农村人才投身祖国的经济建设。本文立足于中国现实国情,借鉴管理学、教育经济学、教育学和公共经济学的相关理论,以中部地区的湖南省湘潭县为例,对中部地区农村义务阶段教师的激励问题进行了剖析,并在此基础上提出了对农村义务教育阶段中小学教师激励的对策和建议。论文共有四个部分:第一章为导言,主要是表明论文所要研究的问题,简要分析了研究背景和意义,并简单介绍了相关研究和基本概念,提出了研究的基本方法。第二章整理概括了主要的激励理论,从组织的视角考察,结合农村中小学教师人力资本的特征,分析了当前农村中小学教师人力资本对激励的要求。第三章通过对农村中小学教师的现状的调查,分析了农村中小学教师需要关注的问题,辨证的分析了当前农村中小学教师对激励的感受:满意与矛盾并存。第四章结合当前政府和社会对农村义务教育和农村中小学教师重视的实践,提出了相应的对策和建议。

【Abstract】 Rural compulsory education teacher has always been the development of compulsory education in rural areas is one of the main problems. In recent years, China’s rural education management system for the great change from the original village-based management mechanism for the changes to the management of the county-led mechanism, rural education and rural teachers in the state be greatly improved. To abolish the agricultural tax, a mainly agricultural counties because of the financial situation of the sudden reduce income and the increase in expenditure on education generally become stretched, the central region of the city and county financial situation facing enormous difficulties, and this is directly affected in the rural areas shoulder improve the quality of human resources in rural areas of rural teachers, especially in rural compulsory education teachers. Meet minimum treatment are difficulties, not to mention the incentive for teachers. This paper focus on rural compulsory education teachers, through the analysis of their status on motivation measures to provide them with an environment of fair competition, so that they better serve the cause of education in rural areas, better trainin g for our country to join the rural talent the motherland’s economic construction.In this paper, based on China’s actual conditions, from management, education economics, education and public economics related theories to the central region of Xiangtan County of Hunan Province, central region rural teachers incentive obligations stage of the analysis of the issue, On this basis, and raised on the rural compulsory education stage of primary and secondary school teachers incentive measures and recommendations. Papers of four parts:Chapter 1 Introduction, the main thesis is that the issues to be, a brief analysis of the background and significance, and briefly introduced the basic concepts related to research and put forward the basic research methods.Finishing second chapter summarizes the main motivation theory, from the perspective of inspection organizations, rural primary and secondary school teachers with the characteristics of human capital, and analysis of the current teachers in rural primary and secondary schools to encourage human capital requirements.Chapter 3 through primary and secondary school teachers in the rural areas of the status of the investigation, of rural primary and secondary school teachers need to pay attention to the issue, dialectical analysis of the current rural primary and secondary school teachers to inspire feelings: satisfaction and contradictions coexist.Chapter IV of the current Government and the community on the rural compulsory education in rural primary and secondary school teachers and the importance of practice, the corresponding Countermeasures and suggestions
