我国高校课程改革预期目标及其偏离的研究

【摘要】 高等学校课程改革作为整个高等教育改革的核心,它是有意识、有目的、有计划的行为,是有目标的诉求、目标的达成或失败的活动,其预期目标贯穿整个改革的过程。本文通过文献法和历史研究法、借鉴公共政策学的视角,以建国后历次高校课程改革为案例,分析改革预期目标的实现程度,探寻改革目标从决策到制订、再到实施的过程中产生偏离的原因,希望能从比较全面、系统的角度给出防止高校课程改革预期目标发生偏离,促进其实现的建议。建国后历次高校课程改革有着各异的预期目标,它们从不同角度展现着当时政治、经济、文化、科技背景下高校课程发展的状况和追求。高校课程在高等教育培养目标的指导下进行了课程体系、专业层次、教材建设上较为系统的变革,但是有变革却不一定有发展,改革预期目标时常在通往最终目标的途中产生了偏离。影响预期目标达成、造成其产生偏离的原因可以从预期目标的决策、设计、实施三个方面进行分析,目标也正是在这种从理念到实践的线性过程当中逐级偏离了原本的方向。基于对高校课程改革预期目标从决策到设计,再到实施的路径分析,本文提出几点防止预期目标发生偏离的基本策略,首先,树立理性的高校课程改革成败观,其次,建立合理的高校课程改革预期目标决策体系,使目标决策机制更加合理,决策主体多元化;然后,制定科学、理性的高校课程改革预期目标,使改革价值趋向融合,从利益分配、现实基础、文本表达方面提高目标的现实可行性;设计合理的高校课程改革预期目标实施方案,采取渐进的实施策略,完善实施的计划;最后,健全课程改革预期目标实施的保障体系,促进实施主体的之间的良性互动,提高其素质和参与课程改革的热情,并优化课程改革的实施环境。

【Abstract】 University curriculum reform is the core of the reform of higher education. It is a conscious, purposeful, planned, and it is a goal of the demands of preset target achievement or failure. Preset target of the reform penetrates the whole reform process. Through the literature analysis and historical methodology, using for reference study of public policy, taking curriculum reform in higher education in new China as main cases, this thesis analyzes the characteristics and designing process of preset target in curriculum reform and their influence on achieving those targets as well, attempts to provide a comprehensive and systemic proposals to promote the achievement of the preset target of the curriculum reform.After the founding of the nation, previous university curriculum reform has the different reform preset target. From the different angle, they are unfolding the condition and the pursue which the university curriculum develops, under politics, economy, culture, technical background .Under the higher education raise target’s direction, the university curriculum has systematically reformed on the curriculum system, majority, teaching material construction. But reform is not equal to the development, the curriculum reform deviate ultimate objective on the way. Deviation’s reason may be analyzed from the reform preset target policy-making factor, the design factor, the implementation factor. The reform preset target is deviated the original direction from idea to practice. Based on the analysis to the university curriculum reform preset target from the decision-making to the design, then the implementation, this research proposes the following four suggestion to realize reform preset target .Firstly, the reasonable university curriculum reform preset target decision system is established , then the reform preset target decision-making mechanism is more reasonable and policy-making main body is multipliable. Secondly, formulating the scientific and rational university curriculum reform preset target could merge the reform value, and enhance the target’ s the feasibility from the benefit assignment, the realistic foundation, the text representation .Thirdly the university curriculum reform preset target need design the rational implementation plan and adopt the gradual implementation strategy. Lastly, curriculum reform preset target implementation safeguard system must be perfected. Implementation main body’ s interaction need be promoted; their timber and the participating curriculum reform enthusiasm need be improved too. Moreover, it is important that environment of curriculum reform implementation is optimized.
