【摘要】 作为国家政权组织的末端,乡镇政府是国家联系广大农民群众的重要桥梁和纽带,是统筹、协调、推进农村经济社会事业发展的核心,其职能作用的发挥直接关系到农村的稳定和发展。从建国以来到改革开放后乡镇政府职能的历史考察充分证明了这一点。新时期我国国情、农村及农民特点、乡镇政府管理的特征以及新农村建设的历史任务,决定了乡镇政府在新农村建设中能够并且应当有所作为,其地位和作用主要体现在组织者、执行者、管理者、保护者、协调者、服务者。但由于受到法律失范、行政体制束缚、经济发展落后、小农文化背景等因素的影响,乡镇政府职能作用的发挥受到了一定限制,有的甚至偏离了正常的运行轨道,这些,不同程度地妨碍了新农村建设目标的实现。在大力推进依法治国方略和构建社会主义和谐社会的大背景下,按照建设法治型政府、服务型政府、效能型政府的基本要求,要充分发挥乡镇政府在服务和指导新农村建设中的积极作用,就必须调整和完善乡镇政府的职能定位。而要完成乡镇政府职能的转化,就必须在与乡镇政府相关的领域进行缜密的、稳妥的配套改革,以保证和促进乡镇政府职能得以更好地履行,为推进社会主义新农村建设提供强大的组织保证和领导核心。乡镇政府职能转换必须坚持有限政府、服务导向、依法行政、注重效能、权责匹配的原则,切实强化政治职能、科学定位经济职能、合理界定社会职能、有效拓展文化职能。为保证乡镇政府职能转换妳.顷利完成必须进行如下配套改革:调整行政区划,搭建精简、效能的乡镇政务平台;强化制度保障,营造稳健、和谐的乡镇政务环境;加强组织建设,构建高效、稳定的乡镇政务体系;理顺内外关系,构建科学、规范的乡镇政务秩序。更多还原

【Abstract】 As the state power organization’s terminal, the township government is the important bridge and link of the relation between the nation and farmers crowd, is the overall plan, the coordination, advances the core which the rural economy society enterprise develops, its function display directly relates to the stability and developments of the countryside directly. The historical inspection on the transformation of township government function has fully proven this point fron the founding of the nation age to the reforming and opening time.In the new period, our country national condition, the countryside and the farmer characteristic, the township government manages the characteristic as well as the new rural reconstruction historic task, had determined the township government can and must have an achievement in the new rural construction, its status and the function mainly manifests in the organizer, the performer, the superintendent, the protector, the coordination, the service. But because receives the law to lose Fan, a dministrative factor the and so on system fetter, economical development backwardness, small farmer cultural context influence, the township government function display has received the certain limit, some even deviated the normal movement track, these, the varying degree has hindered the new rural reconstruction goal realization.Under the big background of constructing of the socialism harmonious society and of pushing forward strongly to cure the country by law the square slightly and set up, according to the basic request of a government of the construction rule of law, service-oriented government, a government, want the full exertive village government in serve and guide the new village construction of positive effect, must adjust and perfect village government of working talent fixed position. But to complete the conversion of the the township government function, we must in meticulously carry on the safe necessary reform with the township government correlation domain, guaranteed and promotes the township government function to be able to fulfill well, provides the formidable organization guarantee and the core of leadership for the advancement socialism new rural reconstruction.To convert the function of the township government , we must insist on principles as limited government, service_oriented goverment, by law administration goverment, pay attention to the principles as that effect, power match, slice solid stable the political working talent, science positions the economic working talent, reasonable to definition the social working talent and expands the cultural working talent effectively.
